MANAGEMENT
1. Staff recommends motion to adopt: a Resolution
granting the delegation of authority to the County Administrator, or his
designee, to execute any necessary documents associated with the application,
registration and reporting requirements under the provisions of the Patient
Protection and Affordable Care Act’s Early Retiree Reinsurance Program
Application (45 CFR Part 149), and in other guidance issued by the U.S.
Department of Health & Human Services (HHS) regarding the program. SUMMARY:
The Early Retiree
Reinsurance Program was established by Section 1102 of the Patient Protection
and Affordable Care Act (the Affordable Care Act). Congress has appropriated
funding of $5 billion for this temporary program, which ends no later than
January 1, 2014. The program provides reimbursement to participating
employment-based health plans for a portion of the cost of health benefits for
early retirees and their spouses (aged 55 – 64). Applications will be subject to approval by
HHS. It is anticipated that the reimbursements to the County’s self-insured
health plan, if the County is accepted into the program, could range from
$200,000 - $350,000. The delegation
from the County Administrator to the Director of Risk Management will be
requested for the purpose of submitting the application within the brief
timeframe that is available under the program. The Application must be
submitted and approved before reimbursements under the program can be received.
