B. OFFICE OF FINANCIAL MANAGEMENT & BUDGET (to be heard after
workshops)
1. Staff
recommends motion to approve on preliminary reading and grant permission to
advertise for Public Hearing on September 13, 2022 at 9:30 am: an Ordinance of the Board of County Commissioners
of Palm Beach County, Florida, amending the Palm Beach County Unified Land Development
Code, Ordinance 2003-70, as amended, by amending Article 13, concerning
countywide impact fee amounts and certain benefit zones, as follows: Chapter B
- county district, regional, and beach parks impact fee; Chapter C -
fire-rescue impact fee; Chapter D - library impact fee; Chapter E - law
enforcement impact fee; Chapter F - public buildings impact fee; Chapter G -
school impact fee; Chapter H - road impact fee; providing for repeal of laws in
conflict; providing for severability; providing for inclusion in the Unified Land
Development Code; providing for an effective date. SUMMARY: Benesch, f/k/a Tindale
Oliver, has completed the update study and prepared a final report, Palm Beach
County Impact Fee Update Study, as well as a Demonstrated Need Study.
Based on the impact fee study, fees would be increased or adjusted to the full
amount allowed under the ordinance (95% of the amount calculated in the methodology). Countywide
