MOTION/TITLE/SUMMARY / (ENGINEERING) / Staff recommends
motion to adopt:
A) a Resolution approving the submittal of the
2026 Safe Streets and Roads for All (SS4A) grant program application
(Application) to the Federal Highway Administration (FHWA), an agency of the
United States Department of Transportation (USDOT), for funding the operational
analysis, design, construction, and construction management of directional
median conversions on five (5) Palm Beach County (County) road segments and the
design and construction of a Safety Town facility (Project); and
B)
a Resolution delegating authority to the County Engineer to sign and
submit the Application electronically on the County’s behalf.
Staff recommends
motion to delegate authority: to the County Administrator
or designee to execute and submit electronically, on behalf of the Board
of County Commissioners (BCC), the 2026 Safe Streets and Roads for All (SS4A)
grant program application (Application) to the Federal Highway Administration
(FHWA), an agency of the United States Department of Transportation (USDOT),
for funding the operational analysis, design, construction, and construction
management of directional median conversions on five (5) Palm Beach County
(County) road segments and for the design and construction of a Safety Town
facility (Project).
SUMMARY: The
approval will delegate authority and authorize the County Administrator or designee to submit the County’s Application for funding the Project. On May 5, 2026
(R2026-0606), the Board of County Commissioners (BCC) approved the County’s
SS4A Safety Action Plan (Plan), which identified the following top five (5)
County roadway segments that ranked highest in fatal and serious injury crashes
(Roadway Segments):

(cont’d.): The Plan recommendations
recommends modifying the medians along the
Roadway Segments and targeting education outreach focused on safe walking and
biking. The Project includes median
modifications along the Roadway Segments and the installation of a Safety Town
facility in Okeeheelee Park. The Parks and Recreation Department will
finalize the location of Safety Town during design of the Project. Safety Town is a nationally recognized
program that implements scaled down versions of a real street network to teach
children the rules of the road. The
Application does not obligate the County to implement the Project, but,
if the Application it is selected, the County will enter into a
grant reimbursement agreement with the FHWA outlining the terms and conditions
for the Project. FY2026 SS4A
Applications are due May 26, 2026. The
City of Greenacres, the Village of Palm Springs, the City of Lake
Worth Beach, the City of Delray Beach, and the Palm Beach Metropolitan
Planning Organization have submitted letters supporting the Application. The SS4A grant will fund 80% of the Project
costs at an estimated cost of $11,452,998.
The County’s local participation funding is estimated at $2,863,250 of
voluntary funding for the Project. Countywide

C. FIRE RESCUE
1. Staff
requests board direction: regarding
current and future fire rescue emergency medical transport uncollectible
procedures. Summary:
On
October 7, 2025 (5C1) staff requested direction from
the Board of County Commissioners (BCC) regarding current and future emergency
medical transport collection procedures. BCC provided direction to gather additional data about who is
being transported, including those whose information is missing, data regarding
collection rates since 2021, and a provision for reduced payments for those who
can’t afford to pay. On October 23, 2025, Request for Information (RFI)
No. 2026-001 for Transport Collection was advertised and closed on November 10,
2025. Fire Rescue is bringing this back to the BCC to seek direction for
current and future emergency medical transport uncollectible procedures. Countywide (SB)
