$682,415.92 to the Traffic Signal Continuing Services Construction Contract
(Contract) dated August 19, 2025 (R2025-1042), with Gerelco
Traffic Controls, Inc. (Gerelco) to construct a mast
arm traffic signal at the intersection of Australian
Avenue and 42nd Street, Palm Beach County (County)
Intersection ID Number 23550 (Project). Summary:
Approval of this Work Order will allow Gerelco to
construct the Project. Per County PPM
CW-F-050, this Work Order exceeds the threshold relating to staff approvals of
Work Orders to annual contracts, thus requiring
approval from the Board of County Commissioners (BCC). Prior to and
including this Work Order, $3,802,106 of the Gerelco
not to exceed Contract amount of $10,000,000 have been spent or
encumbered. On August 19, 2025, the BCC
approved the Contract with Gerelco to provide for and
install various signal components for traffic control devices. This Project was
presented to the Goal Setting Committee (GSC) on November 20, 2024, and the GSC
established the following Affirmative Procurement Initiative (API): a Small
Business Enterprise (SBE) Price Preference.
Gerelco committed to 0% SBE participation for
the life of the Contract. For this Work
Order, the proposed SBE participation is 0%.
To date, the overall SBE participation achieved on this contract is 0%. Gerelco has an
office located in the County. District

Order No. 22 in the amount of $286,228.36 and a retroactive time extension of
61 days to the Contract dated October 19, 2021 (R2021-1465) (Contract) with
Ranger Construction Industries, Inc. (Ranger) for Seminole Pratt Whitney Road
from Orange Boulevard to south of Northlake Boulevard, and Seminole Pratt
Whitney Road and Northlake Boulevard Intersection Improvements (Project). SUMMARY: In accordance with Contract Specifications 4-3.2.1 and 8-7.3.2,
Change Order No. 22 provides compensation to Ranger for unforeseen work
associated with sinkhole repairs resulting from the collapse of two (2)
existing 72-inch corrugated metal pipes.
The first collapse occurred on April 10, 2025, at 82nd Road,
and the second occurred on October 10, 2025, at 75th Lane. This Change Order includes a 13-day contract
time extension for the additional work required to complete these repairs. Pursuant to Contract Specifications 4-3 and
8-7.3.2, approval of the adjustment in compensation and 61-day contract time
extension due to these unforeseen conditions is recommended. In addition, this Change Order retroactively
grants a 48-day contract time extension for unforeseen material procurement
delays encountered at the start of the Project, as permitted under Contract
Specification 8-7.3.2. In accordance
with PPM CW-F-050, this Change Order exceeds the $200,000 threshold and
includes contract time extensions beyond the limits authorized for staff
approval. Therefore, approval by the
Board of County Commissioners (BCC) is required. The Contract was approved on
October 19, 2021, for $17,999,999. The
total Contract amount, including this Change Order and previous Change Orders,
is $22,588,698.82. The retroactive
61-day contract time extension moved the date of completion from September 6, 2025 to November 6, 2025.
There are multiple pending Change Orders for time extensions, and the
estimated completion is September 2026. The Project was presented to the Goal
Setting Committee (GSC) on March 4, 2020 and the GSC established the following Affirmative
Procurement Initiative (API): a 20% minimum mandatory Small Business Enterprise
(SBE) participation. Ranger committed to
20.20% SBE participation for the life of the Contract. For this Change Order, the proposed SBE
participation is 20%. To date, the
overall SBE participation achieved on this Contract is 23.96%. This Project is included in the Five-Year
Road Program. District 6

Change Order No. 15 in the amount of $318,272.68 and a retroactive time
extension of 371 days to the Contract (Contract) dated September 19, 2023
(R2023-1272) with Rosso Site Development, Inc. (RSD) for Westgate Avenue from
Wabasso Drive to Congress Avenue - Federalized (Project). Summary:
Pursuant to Contract Specifications 4-3.2.1,
8-6.4 and 8-7.3.2, approval of Change Order No. 15 provides a contract time
extension for 54 holidays, 10 days of inclement weather during which work could
not proceed, and 307 days related to the procurement, installation, and review
of new pull boxes and replacement wiring.
The existing installed wiring was stolen from the conduit
and pull boxes after partial acceptance of the lighting work was granted in
accordance with Specification 715-15.1, but prior to final acceptance of the
Project under Specification 5-11. The
theft was beyond the control of RSD. The Westgate CRA has
agreed to reimburse the costs associated with this Change Order. Per PPM
CW-F-050, the total of this Change Order exceeds the threshold of $200,000 and
allowable time extensions relating to staff approvals of change orders to
contracts and requires approval by the Board of County Commissioners (BCC). The Contract was approved on September 19,
2023, in the amount of $7,658,620.34.
The total Contract amount, including this Change Order and previous
Change Orders, is $8,432,197.08. With
the approval of this Change Order, the completion date will be extended from
July 10, 2025 to July 16, 2026. This Project is funded by a federal grant (R2021-1896) through the

In accordance with PPM CW-F-050, when the cumulative
value of change orders approved by the construction department or committee
exceeds 10% of the original contract, an agenda item notifying the Board of
County Commissioners (BCC) must be presented as a receive
and file agenda item. Change Order No.
12 was approved by the Contract Review Committee (CRC) on March 4, 2026. The Contract was approved on April 4, 2023,
for $7,659,014.25. The total Contract
amount, including this Change Order and previous Change Orders, is
$9,094,108.96. On June 10, 2026, the CRC
approved Change Order No. 13 in the amount of $175,881.53, making the final
Contract amount $9,269,990.49. There is
an additional pending Change Order for a retroactive time extension of 39 days
for weather and holidays that moved the Contract’s final completion date from
June 2, 2025 to July 10, 2025. There are no additional Change Orders for
this Contract. This Project was presented to the Goal Setting Committee (GSC)
on September 9, 2022
and the GSC established the following Affirmative Procurement Initiative (API):
a 15% minimum mandatory Small Business Enterprise (SBE) participation. BLD committed to 17.75% SBE participation for

a Right of Way Acquisition Memorandum of Agreement (Agreement) with the State
of Florida Department of Transportation (FDOT) for the construction of
improvements on State Road (SR) 806/Atlantic Avenue from Florida’s Turnpike to
Cumberland Drive and from Cumberland Drive to Jog Road (Project); and
B) approve the Agreement with the FDOT for the Project.
SUMMARY: Adoption of the Resolution approving the
Agreement is required for FDOT to acquire the right of way along Hagen Ranch
Road and Jog Road that is necessary for the Project to widen Atlantic Avenue,
construct new drainage, bike lanes, sidewalks, medians, and traffic signals on
Hagen Ranch Road and Jog Road at the intersections with Atlantic Avenue. Hagen Ranch Road and Jog Road are owned and
maintained by Palm Beach County (County).
The acquired right of way will be transferred to the County after
construction of the Project is completed.

(Project). Summary: Approval of this CSA will provide the professional services necessary to design and prepare
construction plans for sidewalks along Ficus Tree Drive and Hibiscus Tree Drive
from Orange Street to San Castle Boulevard; Florence Road from Washington
Avenue to Overlook Road; Grove Road/Orchid Road from south of Oleander Road to
Mentone Road; and Oleander Road from Grove Road to Washington Avenue. This
Contract was presented to the Goal Setting Committee (GSC) on February 21, 2024 and the GSC established the following Affirmative
Procurement Initiatives (API): a 20%
minimum mandatory Small Business Enterprise (SBE) participation and an SBE

7. SUMMARY (cont’d.): MCS has an office
located in Palm Beach County (County) and is a certified SBE company. Sections
25 and 26 of the Agreement require broader indemnification by the County than
approved by County PPM CW-F-049. The Agreement requires the County to
indemnify FDOT for any violations by the County during right-of-way acquisition
and its related activities. All right-of-way acquisition
is being done by FDOT. The Risk
Management Department and the County Attorney’s Office have reviewed the
indemnification requirements for the Agreement and advised staff
accordingly. Given that the liability is limited to the County’s
non-compliance with right-of-way acquisition and statutory caps of Section
768.28, Florida Statutes, staff recommends approval by the Board of County
Commissioners (BCC). This Project is included in the Five-Year Road Program.

205 days to the Contract dated October 5, 2021 (R2021-1412) (Contract) with
Ranger Construction Industries, Inc. (Ranger) for 6th Avenue South
over Lake Osborne Drive (Project). Summary: In accordance with Contract
Specifications 8-6.1.1, 8-6.4, and 8-7.3.2, approval of Change Order No. 10
will compensate Ranger for Project impacts associated with the
Governor-declared state of emergency for Hurricane Ian, changes to grading and
asphalt removal depth along an approximate 485-foot segment of roadway,
differing site conditions requiring installation of road base material,
driveway revisions, added pressure grouting and video inspection of an existing
failed drainage structure, Palm Beach County directed revisions to multiple new
drainage structures to avoid underground conflicts, a gravity wall extension,
40 holidays, and 43 days due to inclement weather. Per PPM CW-F-050, this Change Order exceeds
the threshold of $200,000 and allowable time extensions relating to staff
approvals of change orders to contracts and require approval by the Board of
County Commissioners (BCC). The Contract was approved on October 5, 2021, in
the amount of $11,074,000. Previous
Change Orders totaling $2,120,016.88 plus this Change Order bring the total
Change Order amount to $2,180,142.83 for the Contract. The total Contract amount, including this
Change Order and previous Change Orders, is $13,254,142.83. This Project is
complete and this is the final Change Order before closeout. This Project was
presented to the Goal Setting Committee (GSC) on January 20, 2021
and the GSC established the following Affirmative Procurement Initiative (API): a 10% minimum
mandatory Small Business Enterprise (SBE) participation. Ranger committed to 11.04% SBE participation
for the life of the Contract. For this
Change Order, the proposed SBE participation is 36.7%. To date, the overall SBE participation

one (1) year renewal options. No payment shall be made by the County; however Outside Counsel is entitled to retain any interest,
penalties, postage, attorney’s fees and costs that may be paid by insurers. Summary:
On June 2, 2026, the County entered into the
Contract with Outside Counsel for legal services relating to Personal Injury
Protection (PIP) insurance claims for Fire Rescue emergency transports,
pursuant to a Request for Submittal. Outside Counsel was the only respondent.
The Contract term is for a three (3) year period, with two (2) one (1) year
renewal options under the same terms and conditions. Outside Counsel represents the County on an
on-going basis in the statutory process to make demand, and where appropriate
file suit, against PIP insurers to maximize the recovery of unpaid or underpaid
PIP benefits for Fire Rescue auto-related emergency transports. Outside Counsel
works directly with Fire Rescue’s emergency transport third-party billing
vendor (Billing Contractor) to review PIP insurance claims that were not paid
in full. No payments are made by the County to Outside Counsel; however,
Outside Counsel is entitled to retain any interest, penalties, postage,
attorney's fees and costs that may be paid by insurers. The Contract was
executed by the Director of Procurement pursuant to a delegation of authority

Amendment to Legal Services Agreement (Agreement) between Palm Beach County and
Kaplan, Kirsch LLP, increasing the not-to-exceed total agreement amount by
$300,000 for a new total not-to-exceed agreement amount of $622,500. Summary: Staff is
requesting approval of a Second Amendment with Kaplan, Kirsch LLP. The Agreement was entered into on June 6, 2023 and the First Amendment entered into on September 16,
2025, that renewed the Agreement an additional two (2) years through September
30, 2027 without increasing the original not-to-exceed
total agreement amount of $322,500. There was $249,253.69 remaining under the
Agreement at the time of the renewal.
Since the renewal, the County has initiated litigation against the
Federal Aviation Administration (FAA) due to the Temporary Flight
Restrictions. Kaplan, Kirsch LLP is representing the County in this litigation, which is why
an increase in the not-to-exceed total agreement amount is being

1. Summary: Under the CCE Agreement (Catalog of State
Financial Assistance (CSFA) 65.010), seniors and caregivers are assisted with
in-home services that help seniors live more independently. CCE program
services are funded with $3,491,770 in state funds, $63,000 in program income
funds, and a required 10% match of $387,974. In Grant Year (GY) 2024, CCE
served 203 clients, provided 2,163 hours of case management, and 117,780 hours
of in-home services. Under the HCE Agreement (CSFA 65.001), seniors and
caregivers are assisted with care in a family-type living arrangement as an
alternative to institutional care. HCE program services are funded with $447,863
in state funds. In GY 2024, HCE served 208 clients and provided 2,139 hours of
case management and in-home services. Under the ADI Agreement (CSFA 65.004),
seniors are provided with case management, in-home services, and facility-based
respite services. ADI program services are funded with $2,540,010 in state
funds and $35,000 in program income. In GY 2024, ADI served 153 clients,
provided 1,521 hours of case management, and 77,763 hours of in-home services. There is a required County match under CCE
CSFA 65.010, in the amount of $387,974, which is already included in the
budget. No additional County match is required. The Budget Amendment is
necessary to align the County budget with the actual grant awards. DSVS is
responsible for providing services north of Hypoluxo Road. The areas of service
include all districts, excluding Districts 2, 4, 5, and 7 south of Hypoluxo
Road. The Volen Center, Inc. is responsible for providing services in the areas

Summary: HIVCC establishes priorities for the allocation of Ryan White (RW)
HIV/AIDS Program funds within the County and develops a comprehensive plan for
the organization and delivery of health services described in Title 42 of the
United States Code, § 300ff, et seq., that is compatible with any existing
state or local plan regarding the provision of health services to individuals
with HIV/AIDS disease. The United States Department of Health and Human
Services, through the Health Resources and Services Administration (HRSA),
requires the County to maintain a planning council responsible for establishing
priorities and allocating RW grant funding. The HIVCC is that Council. Federal
law requires that the HIVCC composition reflect the
demographics of individuals with HIV/AIDS in the County. At least 33% of its
members must be consumers of RW services who are not affiliated with
subrecipient service providers. The law also requires that the HIVCC represent
designated areas, including health care providers, social service providers,
community-based organizations, local public health agencies, non-elected
community leaders, and grantees of Federal HIV programs. Per Resolution
R2011-1560, the total membership for the HIVCC shall not exceed 33 At-Large
members. The HIVCC recommends the appointment of
Sandra M. Powery and Hector Bernardino.
Sandra M. Powery is a Supervising Attorney with Legal Aid Society of
Palm Beach County, Inc. (LAS). This agency has a contract with the County for
services; however, HIVCC does not provide regulation, oversight, management, or
policy-setting recommendations regarding the contracts or transactions with
LAS. Disclosure of this contractual relationship at a duly noticed public
meeting is provided in accordance with the provisions of Section 2-443 of the

November 1, 2022, the Board of County Commissioners (BCC) established the BHSUCOD
Advisory Committee by approving Resolution R2022-1340. The inaugural Board
consisted of eight (8) Ex Officio and nine (9) At-Large members. The
total membership for the BHSUCOD is 18 members, consisting of nine (9) At-Large
members, including three (3) of whom must be persons with lived experience, and
nine (9) Ex Officio members with knowledge, competence, and experience related
to behavioral health and substance use disorders. Ex Officio members represent
organizations, agencies, institutions, and municipalities whose mission is to
resolve behavioral health and substance use disorders. Ex Officio members are
not term limited. At-Large members serve for a three (3) year term and may be
re-appointed for up to three (3) consecutive terms. On June 25, 2026, a
memorandum was sent to the BCC requesting approval for the following nominees
to be reappointed to the BHSUCOD: Dr. Suzanne Spencer, CEO with Living Skills
in the Schools, Inc. (LSS) for Seat No. 12; and a new appointment for Ms. Stephanie
Thompson, Executive Vice-President with Drug Abuse Foundation of Palm Beach
County, Inc. (DAF) who will complete an unexpired term due to a resignation for
Seat No. 14. In addition, three (3) new appointments, as new Ex Officio members
for Mr. Joshua Mena, Firefighter with Palm Beach County Fire Rescue (PBCFR),

professional consulting services for the Department of Airports (Department). Summary: The Consulting Agreement with Ricondo was approved by the

of professional consulting services for the Department. Amendment No. 1 through
Amendment No. 9 increased the contract amount by a total of $5,480,164.34 and

associated with upgrades to the parking access and revenue control system

needed to ensure compliance with new financial reporting requirements
applicable to airport enterprise funds. Due to the rescheduling of the BCC
meeting from August 18 to August 25, the Consulting Agreement must be extended
retroactively. Ricondo is based in Chicago, Illinois; however, the majority of

Amendment No. 7 increases the Contract amount by
$388,768.75 for a total Contact
amount of $2,932,362.73. A detailed contract

item. While the term of the Agreement has expired, it authorizes amendments to
be issued after its expiration for supplemental services
needed to complete

Summary: The Project was approved by the
Board of County Commissioners (BCC) on October 7, 2025 (R2025-1348) in the
amount of $393,353 with a project duration of 210 calendar days. Change Order
No. 1 increases the Contract amount by $297,650.46 for a total Contract amount
of $691,003.46 and extends the project duration by 305 calendar days for a
total project duration of 515 calendar days.
The Federal Aviation Administration (FAA) determined that the existing
AWOS equipment could not be replaced at the existing site, requiring the new
AWOS to be installed at a location outside the Runway Visual Zone (RVZ) to meet
current FAA standards. The new location required revisions to the stormwater
management system and a South Florida Water Management District (SFWMD) permit

Summary: The Project was advertised on January 25, 2026, utilizing the County’s
competitive bid process. On February 24,
2026, four (4) bids were received for the Project. Hypower, a Broward
County, Florida company, was the lowest responsible, responsive bidder in the
amount of $923,378. The Project provides for the replacement of the PAPIs at LNA and F45
and rotating beacon tower at LNA, which are navigational aids used by pilots

(Agreement) at the North Palm Beach County General Aviation Airport (F45) and
Palm Beach County Glades Airport (PHK) with Signature Flight Support LLC, a
Delaware limited liability company (Signature), extending the term of the
Agreement for up to one (1) year from September 1, 2026, through August 31,
2027, upon the same terms and conditions with the right to terminate for
convenience upon 90 days’ prior written notice, and updating certain
contractual provisions to comply with current federal, state, and County
requirements. Summary: Signature provides fixed base operator
(FBO) services for general aviation aircraft at both F45 and PHK pursuant to
the Agreement, including aircraft fueling, aircraft maintenance, hangar
rentals, and related aeronautical services. The Agreement is scheduled to
expire on August 31, 2026. Due to
staffing constraints associated with vacancies and increased volume of work,
additional time is needed to complete the solicitation process for a new
agreement. To ensure continuity of FBO services during this period, the
Department is requesting approval of a short‑term extension. The
Amendment extends the Agreement for one (1) additional year, through August 31,
2027, under the same terms and conditions, with the County retaining the right
to terminate the Lease for convenience with 90 days’ prior written notice. The
Agreement will be terminated concurrently with the execution of a new lease
resulting from the solicitation process.
The Amendment also updates various provisions to align with current

with Avis Budget Car Rental, LLC, a Delaware limited liability company (Avis),
at the President Donald J. Trump International Airport (DJT), renewing the term
of the Agreement for five (5) years from October 1, 2026, through September 30,
2031, upon the same terms and conditions subject to the County’s right to
terminate for convenience upon 180 days’ prior written notice, and updating
certain contractual provisions to ensure compliance with current contract
requirements. Summary: Avis maintains an on-airport rental car
return facility in support of its rental car concession at DJT. The Agreement is scheduled to expire
September 30, 2026, and provides Avis with the option to renew for one (1)
additional term of five (5) years. Avis
has notified the County of its intent to exercise its final option to renew.
The Amendment renews the term of the Agreement through September 30, 2031,
under the same terms and conditions subject to the County’s right to terminate
the Agreement for convenience upon 180 days’ prior written notice. The Amendment also updates various provisions to comply with current contract
requirements, including those related to nondiscrimination, required
federal contract provisions, scrutinized companies

18-month period in equal installments. Summary: On December 4, 2020, a Code Compliance
Special Magistrate (CCSM) issued an order in Case No. 2020-02050012 giving
Sergio and Alma D. Morales (the Morales) 60 days to trim hedges in excess of
maximum height requirements (Part A), 270 days to obtain permits for fencing, a driveway, and a screened rear
porch constructed without a building permit (Part B), and 547 days to obtain a permit for the
installation of a residential addition constructed without a permit (Part C) at
their property located at 633 Troy Blvd, West Palm Beach (the Property).
Compliance with the CCSM’s orders was not timely achieved, resulting in the
imposition of a $50 fine per day for Part A, Part B, and Part C of the violations. The CCSM executed two (2) orders imposing
a lien against the Property on November 9, 2021 and April 5, 2023, for failure to comply with Part B
and Part C, respectively. The Code Compliance Division (Code Compliance) issued
an affidavit of compliance for the property stating the violations were
corrected for Part B on January 17, 2025 and Part C on
June 16, 2025. The total fine amount on May 11, 2026, the date on which
settlement discussions began, amounted to $117,198.60. The Morales have agreed
to pay Palm Beach County (County) $11,720 (10%) for the full settlement of the
outstanding code compliance lien. Mrs. Morales has
agreed to pay $5,000 upon approval of the settlement agreement, with the
remaining balance of $6,720, to be paid in equal monthly installments. The
County will release the lien once all amounts owed are

Imam and Iqbal Chowdhury to reduce a Code Compliance lien
on their property to $86,050, with an up-front payment in the amount of $15,000
and the remainder to be paid over a 48-month period in equal installments. Summary: On June 5, 2019, a Code Compliance Special Magistrate (CCSM) issued an
order in Case: C-2018-09170023 giving Ms. Imam and Mr. Chowdhury until October
3, 2019, to bring their convenience store located at 4981 Vilma Lane, West Palm
Beach into full code compliance. Violations included a cockroach infestation;
hurricane shutters in disrepair; installation of a chain link fence, interior,
and exterior renovations without building permits; dumpsters maintained in
violation of the site plan; uncovered garbage containers; parking lot in
disrepair; signage in disrepair; peeling, flaking, and chipped paint;
prohibited signage; electrical outlets added without permits; and electrical
equipment not maintained in a safe manner. Compliance with the CCSM’s order was
not timely achieved, and a fine of $250 per day was imposed. The CCSM executed
an order imposing a personal lien entered against
Nasim Akhter Imam and Iqbal Chowdhury on April 7, 2021. The Code Compliance Division (Code
Compliance) issued an affidavit of compliance for the property stating the
violations were corrected as of June 20, 2024. The total fine amount on March
17, 2026, the date on which settlement discussions began, amounted to
$430,348.60. Mr. Chowdhury has agreed to pay Palm Beach County $86,050 (20%)
for the full settlement of the outstanding code compliance lien.
Mr. Chowdury has agreed to pay $15,000 upon approval
of the settlement agreement, with the remaining balance of $71,050 to be paid
in equal monthly installments over a 48-month period. The County will release
the lien once all amounts owed are paid. This is a

Properties (License) with the United States Secret Service (USSS) for the
installation of technology on various County owned properties for a retroactive
term of July 1, 2026 through June 30, 2029 at no cost to the County. Summary: This
License authorizes the installation, operation and maintenance of technology on
various County owned properties in support of USSS federal law enforcement
mission. The License has a retroactive commencement date of July 1, 2026 due to the
current USSS budget
for the purchase of the technology is set to expire July 31,
2026. This License deviates from the standard
license agreement approved by the Board of County Commissioners (BCC) in
accordance with R2010-0333, as amended and approved on October 1, 2013, to
address federal regulations and requirements applicable to the USSS. These deviations recognize the Federal Tort
Claims Act as it regulates liability for federal agencies; the Federal
Employee’s Compensation Act that regulates workers’ compensation coverage; and
the Freedom of Information Act and Privacy Act as they relate to the release of
information and power of the Inspector General; these changes are required so
that the provisions of the License do not conflict with federal law. The License also contains non-standard
indemnification language limiting the indemnification to damages for injury or
loss of property or personal injury or death caused by the negligent or
wrongful act or omission on the part of any employee of the USSS attributable
to USSS’s use of the properties, in accordance with PPM-CW-F-049, the
Department of Risk Management and the County Attorney’s Office have approved
the non-standard indemnification provision, and staff now seeks BCC approval of

August 22, 2023, the Board of County Commissioners (BCC) approved a Lease

with two (2) extension options of two (2) years each at a monthly rental rate
of $350 per month. The first option will

architectural/engineering design and construction administration services Contract (R2018-0917) with Leo A. Daly
LLC (Consultant) in the amount of $260,105.50 for the Main County Courthouse (MCCH) Build-Out
Renovations (Project). Summary: On June
19, 2018, the Board of County Commissioners (BCC) approved the Contract
(R2018-0917) with the Consultant for professional architectural/engineering
design and construction administration services for the Project. CSA No. 5 authorized design and construction administration services
for the build-out of approximately 100,000 square feet of existing finished
shell space located on the first, seventh, and eighth floors of the
MCCH located at 205 N. Dixie Hwy in West Palm Beach. Supplement No. 1 to CSA
No. 5 will authorize the Consultant to provide additional services to include
reprogramming the seventh and eighth floors; redesign of court administration
spaces, reprogramming of the first floor to accommodate end user occupancy
changes; engineering and design for the addition of a restroom, addition of an
Office of Technology and Innovation (OTI)/ Electronic Services and Security
(ESS) technology equipment room; and supplemental mechanical scope not included
in the original project requirements. The seventh and eighth floor
reprogramming will reduce construction costs and minimize disruption to the
occupants on the sixth floor. The redesign of the court administration spaces
will better accommodate changes requested by court administration. The
first-floor reprogramming and redesign are required by the State Attorney to
reallocate its designated office space between the Public Defender’s Office and
Guardian ad Litem. This redesign resulted in the addition of a restroom and a
new OTI/ESS technology closet. The additional
mechanical scope of work is required to design the replacement of the existing
Heating Ventilation and Air Conditioning (HVAC) air handler, which was to be
completed as part of a separate courthouse project but has been incorporated
into this project to avoid overlapping and potentially conflicting construction
activities. The Contract was advertised according to the County’s prior Small
Business Enterprise (SBE) program and a 15% SBE subcontracting goal was
established. The Consultant committed to 25% SBE participation for the life of
the Contract. For this Supplement No. 1 to CSA No. 5, the proposed SBE
participation is 23.26%. To date, the overall SBE participation achieved on

On January 14, 2025, the Board of County Commissioners (BCC) approved the
annual minor construction services contracts (R2025-0081 through R2025-0083).
The work consists of minor construction services associated with repairs,
improvements, and renovations to County-owned properties on an as-needed basis.
The contractors now join the list of 25 prequalified contractors for a total of
32 prequalified contractors with a contract expiration date of January 13,
2030. The specific requirements of the work will be determined by individual
work orders issued against this annual minor construction services contract.
These contracts have a maximum cumulative value of $25,000,000 across all prequalified contractors. Work will be awarded as work
orders on a lump-sum, competitively bid basis across
all prequalified contractors. Contractors may qualify
at any time and be added to this annual minor construction services contract
before the term ends. Projects less than $150,000 are bid among the pool of prequalified
contractors. Projects $150,000 or greater are
advertised on the vendor self-service (VSS) website and are bid among the pool
of prequalified contractors while projects $200,000 or greater are additionally
advertised in the newspaper. The bidding pool is further expanded, for projects
$150,000 or greater, to include additional bidders responding to the specific
project advertisement that submit a qualification application at least ten (10)
calendar days before the bid due date. The Project located at 9060 Indiantown Road in Jupiter, consists of the
removal of the existing round metal culverts which are deteriorated and in poor
condition. Installation of new concrete square culverts will allow for more
water capacity and the ability for kayakers to migrate between both sections of
the waterway. The Work Order authorizes turnkey construction services necessary
to furnish all labor, equipment, devices, tools, materials, transportation,
professional services, supervision, shop drawings, permitting, and all
miscellaneous requirements necessary to complete the Project. The Project
includes, but is not limited to, the demolition of existing six (6) foot diameter
metal culverts and rip rap headwalls; daily removal of waste materials;
installation of new concrete headwalls and square culverts; and required canal
reshaping. This Project was competitively advertised, and new contractors were
invited to bid on the Project by submitting prequalification documents prior to
the submission of the bid response. The Contractor will have 300 calendar days from notice to proceed
to substantially complete the Project. Liquidated damages for failure to
achieve certification of substantial completion within the contract time or
approved time extension thereof are $120 per day.

motion to receive and file: Amendment 003 to Loan Agreement R2024-0698 with
Harper Court Housing, LLC modifying the Loan, the Loan Disbursement
Requirements, the Occupancy and Affordability Requirements and the Construction
Draw Schedule. Summary: Harpers Court Housing, LLC was awarded
$1,611,797 in Community Development Block Grant – Coronavirus (CDBG-CV) funds
for the acquisition and rehabilitation of an unoccupied motel located at 308 N.
Main Street, Belle Glade, Florida. The project will convert the motel into 18
affordable studio units for households earning no more than 80% of Area Median
Income (AMI) ($82,250 for a two [2]-person household). Following acquisition of
the property, the Borrower experienced construction delays resulting from
changes in the scope of rehabilitation work. These delays affected the Loan
Disbursement Requirements, Occupancy and Affordability Requirements, and
Construction Draw Schedule established in the Loan Agreement. Amendment 001 (R2024-1211), executed on July
31, 2024, revised the Construction Draw Schedule to accommodate delays
resulting from changes in the rehabilitation scope of work. Amendment 002 (R2026-0646), executed on
February 6, 2026, modified the Loan Disbursement Requirements and Construction
Draw Schedule to permit periodic draw submissions, with the final draw required
on or before May 30, 2026. Amendment 003 further modifies the Loan Agreement
by: (1) extended the deadline for 100% disbursement of the $1,611,797 loan and submission
of the final draw request from May 30, 2026, to June 30, 2026; (2) extended the
deadline to obtain temporary certificates of occupancy from June 30, 2026, to
September 30, 2026; and (3) extended the deadline to lease all 18
County-assisted units to within 60 days following receipt of a temporary
certificate of occupancy, but no later than November 30, 2026. Amendment 003 was executed on May 20, 2026, on behalf of the Board

provided $197,913 in funding for the Original Section Sewer North Lift
Station - Phase 3 improvements, located along Swain Boulevard from Lake
Worth Road and northwards to 10th Avenue North, within the City of Greenacres
(Project), funded under Fiscal Year
2024-2025 CDBG Program. The Amendment is necessary to grant the City’s request
to provide additional time to complete construction due to delays in receiving electrical power to the Lift Station from
Florida Power and Light to complete the Project. The City has already
expended 100% of the CDBG allocation; and the performance timeline to
complete construction has been extended from May 31, 2026
to September 30, 2026. Additionally, the
Agreement expiration date was extended from June 30, 2026
to October 31, 2026. The Amendment allows the City and County to complete the Project close-out
documentation and Department of Housing and Urban Development (HUD) reporting
requirements. This Amendment has been executed on behalf of
the Board of County Commissioners (BCC) by the Deputy County Administrator, in
accordance with R2024-0828; dated July 2, 2024 that
delegated authority to the County Administrator or designee to execute forms,

RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF PALM BEACH COUNTY, FLORIDA;
APPROVING THE ISSUANCE OF HOUSING FINANCE AUTHORITY OF PALM BEACH COUNTY,
FLORIDA, MULTIFAMILY HOUSING REVENUE BONDS (PALM PARK APARTMENTS) IN THE
NOTICED PRINCIPAL AMOUNT OF $27,250,000. Summary: The Bonds are being issued by the Housing
Finance Authority of Palm Beach County (Authority) to finance a portion of the
costs of acquiring, rehabilitating and equipping a multifamily rental housing
facility containing approximately 160 units for families known as Palm Park
Apartments (Project). The Project is
located at 12575 Green Cay Farm Boulevard, Boynton Beach, Florida 33437 in
unincorporated Palm Beach County, Florida.
The Authority will require that at least 40% of these units be rented to
eligible households that do not exceed 60% of Area Median Income ($77,100 for a
family of four [4] for 2026). The Borrower is Palm Park (FL) Owner LP, a
Florida limited partnership, or an affiliate thereof (Borrower), and the
developer is April Housing LLC, a subsidiary of Blackstone Real Estate Income
Trust, Inc., or an affiliate thereof. The Borrower has agreed to a minimum of a
30-year affordability period. The Bonds will
be payable solely from revenues derived from the
Borrower and/or other collateral provided by or on behalf of the Borrower.
Bryant Miller Olive, P.A. will be appointed Bond Counsel by the
Authority with respect to the Bonds. In addition to the Bonds, equity will be
contributed from syndication of 4% Low Income Housing Tax Credits under Section
42 of the Internal Revenue Code of 1986, as amended (Code).
The Board of County Commissioners (BCC), by
the adoption of Resolution R2026-0645 on June 2, 2026, previously approved the
issuance of the bonds, but because of a scrivener’s error in the 5th
whereas clause of the Resolution, incorrectly stated the date of the
Authority’s public hearing to be August 8, 2025, when it should have stated
April 10, 2026. The sole purpose of this Resolution is to correct that
scrivener’s error.
The resolution adopted by the Authority (R2026-10) authorizing the
issuance of the Bonds will include language substantially as follows: The
County assumes no responsibility for monitoring compliance by the Borrower of
applicable federal income tax, securities laws or other regulatory
requirements. The Borrower understands and agrees that it is responsible for
monitoring its compliance with all applicable federal income tax, federal
securities law and other regulatory requirements, retaining adequate records of
such compliance, and retaining qualified counsel to respond to or assist the
Authority and the County in responding to any audit, examination or inquiry of
the Internal Revenue Service (IRS), the Securities and Exchange Commission or
other regulatory body.

Summary: FDEP has allotted funding for Fiscal
Year 2027-28 for the Resilient Florida Grant Program to effectively address the
impacts of flooding and sea level rise that the state faces through projects that analyze and plan for vulnerabilities
and implementation projects for adaptation and mitigation. Grant applications
are due to FDEP on September 1, 2026. On February 7, 2023, the Board of County
Commissioners (BCC) approved the FDEP Agreement No. 22FRP71 (R2023-0169) for WRWWTF that
is currently under construction. PBCWUD seeks supplemental funding for
additional scope to provide sufficient fire flow to the new operations
building at the WRWWTF and comply with permitting
requirements. Project Nos. 25-021 and 25-023 include construction of resilient
process improvements to address the risk of flooding to these critical assets.
These measures will minimize damage, facilitate faster recovery for affected
communities and reduce overall costs associated with flooding. The requested
funding will support process improvements that directly strengthen the
resilience of WRNWWTF and WRWWTF. The Projects are included in the PBCWUD FY

Third Amendment amends the First Restated Agreement to clarify that wastewater
usage for the Palm Beach Park of Commerce (Park) shall be established by either
dedicated wastewater flow meters or, if dedicated wastewater flow meters are
not installed or operational, as 45% of the potable water provided to the Park
through the Park master water meters. For all other wastewater points of
connection, the wastewater usage shall be established by dedicated wastewater
flow meters. If dedicated wastewater flow meters are non-operational,
wastewater usage shall be calculated as 79% of the volume of potable water
delivered through the associated point of connection. In addition, the Third Amendment provides
that the additional wastewater capacity fee shall be adjusted annually,

Summary: The AWS Grant Program is available to local
governments and nonstate entities to help communities plan for and implement
water conservation, reuse and other water supply and water resource development
projects. Grant applications are due on September 1, 2026. WTP 11 is the sole source of drinking water for the Glades
Region, which serves the Cities of Belle Glade, Pahokee and South Bay. Therefore,
it is critical that WTP 11 maintain reliable and efficient treatment processes
to ensure the continuous delivery of safe drinking water. The Project consists
of the construction of three (3) UFA Production Wells (PW) (14,15,16),
associated wellhead, wellsite, and the associated raw watermain branch (RWM)
connections required to convey raw water to WTP 11. This Project will be
completed in two (2) phases: Phase 1 includes construction of PW 14 and
associated RWM, and Phase 2 consists of PWs 15 and 16. Together, the PWs will
provide an additional 1,800 gallons per minute of raw water to WTP 11 and
increase operational efficiency of the wellfield. Funds are requested for Phase

Easement (Easement) granted by AHC Windsor Investment, LLC (AHC Windsor) to
Palm Beach County (County) on property with the Property Control Number (PCN)
00-42-45-07-14-001-0010 in the area north of Hypoluxo Rd and west of Lyons Rd.,
Lake Worth, Florida. Summary: The new wastewater lift station required to serve the Windsor Place MXPD
Phase 1 – Commercial development (Project), located at the northwest corner of
Hypoluxo Road and Lyons Road (PCN 00-42-45-07-14-003-0000), necessitates the
acquisition of a perpetual Easement measuring approximately 50 feet by 30 feet
from the adjacent AHC Windsor property (Property). AHC Windsor has requested
modifications to Palm Beach County Water Utilities Department's (PBCWUD)
Standard Utility Easement form. Specifically, the requested revisions grant
PBCWUD unrestricted and exclusive rights to enter upon the Property for the
purpose of operating, maintaining, repairing, replacing, and accessing the lift
station and related utility facilities. Because these modifications deviate
from the County’s standard easement language, acceptance by the Board of County
Commissioners (BCC) is required. The lift station will initially provide
wastewater service to the Windsor Place MXPD Phase 1 – Commercial development
and is planned to ultimately accommodate wastewater flows from the AHC Windsor
property as it develops. The proposed easement rights are necessary to ensure
uninterrupted access to and operation of this critical public wastewater

motion to approve: a Non-Standard
Potable Water and Wastewater Development Agreement (Agreement) with City of
Greenacres for a period of five (5) years beginning on August 25, 2026 through August 31, 2031. Summary: The Board of County Commissioners (BCC) delegated
signature authority to the Palm Beach County Water Utilities Department
(PBCWUD) Director (Resolutions R93-1619, R96-0228, and R2003-0539) for Standard
Development Agreements (SDA). The City
of Greenacres requested changes to the Agreement limiting its indemnification
requirements in accordance with Section 768.28, Florida Statutes. This limitation language is
consistent with Countywide PPM CW-F-049. This non-standard language requires
BCC approval as it differs from the approved SDA form. The Property
Owner has paid a Mandatory Agreement Payment in the amount of $27,853.73, which

with Parsons Environment & Infrastructure Group Inc. (Parsons) for
Consulting/Professional Services Capital Improvement Plan Program Management
(Contract). Summary: On January 14, 2025, the Board of County Commissioners (BCC) approved
the Palm Beach County Water Utilities Department (PBCWUD) Contract with Parsons
(R2025-0092). The Contract provides
consulting/professional services to assist with the implementation of the
PBCWUD 2025-2030 Capital Improvement Plan (CIP), which includes new capital
projects and repair and replacement projects that are being developed as part
of the PBCWUD Asset Management Program. The Amendment will remove Ardurra Group, Inc. and add Brown and Caldwell
(Corporation) as a subconsultant to provide additional resources to support the
implementation of CIP projects. This Contract was presented to the Goal Setting
Committee (GSC) on March 29, 2024, and the GSC established an Affirmative
Procurement Initiative (API): 20% Small Business Enterprise (SBE)
subcontracting goal. Parsons committed to 26% SBE participation
for the life of the Contract. Parsons is headquartered in Chantilly, Virginia and Brown and
Caldwell is headquartered in Walnut Creek, California.
Most members of the project team will
be co-located with PBCWUD staff at the Central Region Operations Center from
which the majority of the work required will be undertaken. The Contract

assets to PBPOC on properties with Property Control Number (PCN)
00-41-41-18-23-002-0000 & 00-41-41-17-02-003-0000 in the area south of
Corporate Rd. North and east and west of Assembly Loop, Jupiter, Florida. Summary: During PBCWUD Project No. 18‑562, a 12‑inch
potable water main extension, including a master meter and associated utility
appurtenances, was constructed. The project extended from Pratt Whitney Road to
the intersection of Corporate Road North and Assembly Loop. Because this
alignment crossed both PBCWUD and PBPOC service areas, a subsequent project
PBCWUD Project No. 23‑564 was developed to relocate the master meter.
Project No. 23‑564 relocated the master meter approximately 827 feet from
its original installation point. In accordance with the PBCWUD Minimum Design
and Construction Standards, PBCWUD’s service area terminates at the point of
service, defined as the meter location. With the relocation of the master

36-inch Reclaimed Pipe Mechanical Joint Restraint Replacement CIP Project (Project). Summary: Palm Beach County (County) and Florida Power
& Light (FPL) entered into a Reclaimed Water Agreement (Agreement) dated
May 20, 2008 (R2008-0906). In accordance with the Agreement, the Reclaimed
Water Project (RWP) was constructed, including a 36-inch reclaimed water
transmission main extending from the East Central Regional Water Reclamation
Facility (ECR) to FPL's West County Energy Center (WCEC). The existing 36-inch
reclaimed water transmission main has experienced mechanical joint restraint
failures at several locations. To evaluate the condition of the pipeline and
the integrity of the joint restraint system, the Palm Beach County Water
Utilities Department (PBCWUD) has retained Mock, Roos
& Associates, Inc. (Consultant) to perform a preliminary engineering
evaluation. The evaluation will identify high-risk pipe joints and pipeline
segments that warrant further field investigation and detailed condition
assessment. The Consultant will perform these services under Consultant Service
Authorization (CSA) No. 16, issued pursuant to the Consulting/Professional
Services Utility Distribution & Collection System Engineering Services
Contract, for an amount not to exceed $161,200. Pursuant to the Agreement, FPL
is responsible for all operation and maintenance costs associated with the RWP.
Accordingly, the costs associated with this engineering evaluation will be
reimbursed by FPL in accordance with the terms of the Agreement. The Project is

Facility Rental Agreement R2025-0496 (Agreement) with the Young Men’s Christian
Association of the Palm Beaches, Inc., (YMCA) for use of the swimming pool and
certain other recreation facilities at the Club Managers Association of America
Therapeutic Recreation Complex (TR Complex), in the amount of $67,536
annually, retroactively for the period
May 1, 2026 through April 30, 2027. Summary: On April 8, 2025, the Board of County
Commissioners (BCC) approved the Agreement with the YMCA for the use of the
swimming pool and recreation facilities at the TR Complex at John Prince Park.
The Agreement grants YMCA the option to extend the term of the Agreement for
three (3) additional one (1)- year renewal options. The YMCA exercised the
first renewal option by a letter dated April 27, 2026. The Director of Parks
approved the extension in the attached letter dated May 8, 2026. There are two
(2) one (1)-year renewal options remaining. To ensure the continuation of
facility operations for this purpose, the YMCA and the Parks and Recreation
Department (Parks) wish to extend this partnership, allowing the YMCA to
maintain publicly accessible recreation services while its new location at Lake
Lytal Park is under construction. In exchange for the use of the TR Complex,

terms, unless terminated. Summary:
This Agreement expands the
longstanding arrangement for the mutual, no-cost use of recreational facilities

recreational and related parking facilities at Canyon District Park and the

County Library’s Fiscal Year (FY) 2024 – FY 2028 Strategic Plan (Plan) and FY
2027 Action Plan. Summary: This Plan represents the Library’s
mission statement, goals and objectives, and strategic plan for FY 2024 through
FY 2028. This process of strategic planning is done in conjunction with the
State’s requirements for libraries receiving State Aid grant funds and with the
County’s budget process. The Board of County Commissioners approved the
Strategic Plan at their meeting on August 22, 2023. Subsequently, they have
approved the updated Action Plan on August 20, 2024
and August 19, 2025. This year, the Library Advisory Board approved the FY 2027
Action Plan with Resolution 26-01 dated July 13, 2026. The Plan for FY 2024 –
FY 2028 underwent a complete revision in 2024 to address community needs by
reflecting recent changes, including the public’s demand for electronic
resources, access to evolving technology, and population growth. While continuing to meet the needs of those
who seek traditional services and resource formats, the Library
also recognizes the demand for new technology. The Library
will take an active role in serving as a bridge to connect Library members with
the community services they require.
Highlights of the Action Plan for FY 2027
include:

and any other necessary forms and certifications that do not substantially
change the scope of work, terms or conditions of the Application or necessary
forms.
Summary: On October 7, 2025, the Board of County Commissioners (BCC) approved
the County Administrator to apply for a Public Library Construction Grant.
However, no funding was appropriated to by the State to the Public Library
Construction Grant program for FY26-27. Applicants may roll over their
application to the following fiscal year so long as construction has not begun
on the site. This Application is being submitted for the State’s Fiscal Year
(FY) 2028 Budget and is for up to $500,000 with local matching funds of an
equal amount to the Grant Awarded. If
awarded, grant funds will be used towards the cost of construction, thus
freeing up other funds for furnishing and equipping this library. The Library’s
Capital Project budget has funds available to cover the matching requirement
and to complete the Project. The operational costs will be funded through the Library's operating budget. The building will be exclusively
used for public library purposes. On March 12, 2024, the BCC approved the
purchase from the Town of Hypoluxo of a town-owned property for the
establishment and operation of a new Palm Beach County Library branch in the
Town of Hypoluxo. The property is located at the corner of Federal Highway and
Park Lane. The estimated cost for construction for a 3,300 sq. ft. branch
library is $5 million. Construction on this building is expected to start
during the middle of the 2027 calendar year and is slated for completion in

the State Department of Revenue (DOR) form DR-408A must be signed by the Mayor

the positions may be submitted as a supplemental request through the budget

these 20 positions will be eliminated at the end of the Grant. The Assurance and Certifications in the Grant
Application include the following: By signing this application, I certify that the
organization will, to the extent practicable, seek, recruit, and hire members
of racial and ethnic minority groups and women to increase their ranks within

Presidential Executive Order 14173 requiring a grant recipient to certify

do not substantially change the general scope of terms and conditions of the
Grant.
Summary: This Grant Application requests $271,342.85 from
DHS FEMA for the purchase of a 27-foot
mobile Fire Safety and Severe Weather Simulation Trailer. The total
project cost identified in the Grant Application is $284,910. The required match for this grant is
$13,567.15 (5% of the federal share), which will be funded from Fire
Rescue’s contingency reserve. If awarded, the Grant will provide funding to
purchase a 27-foot mobile Fire Safety
and Severe Weather Simulation Trailer. This trailer will provide
hands-on fire and life safety education to high-risk populations, including
older adults, school-aged children, individuals with disabilities, and families
caring for disabled individuals. Due to the preparation time, submittal deadlines,
and Board of County Commissioners (BCC) meeting dates, the grant application

motion to approve: a Clinical Field Experience Agreement
(Agreement) with Medical Career Academy, Inc., (MCA) for a period of two (2)
years with three (3) 12-month renewals, commencing on August 25, 2026, through
August 24, 2028. Summary: This Agreement will allow Palm Beach County Fire
Rescue (Fire Rescue) to provide clinical field experience to MCA students
enrolled in its paramedic and Emergency Medical Technician (EMT) programs. MCA
students will observe and assist in delivering emergency medical care under
actual emergency conditions. The clinical field experience promotes public
health, safety and welfare, and enhances the available pool of qualified
personnel. The Agreement is for a period of two (2) years with three (3) 12-month renewals and can be
terminated by either party for cause upon written notification to the other
party and without cause, with 30 days written notification to the other party. Countywide (SB)
7. Staff recommends motion
to adopt: a Resolution of the Board of County Commissioners
(BCC) of Palm Beach County, Florida, updating the County’s Hybrid Entity status
under federal regulations relating to the Health Insurance Portability and
Accountability Act (HIPAA) of 1996, as may be amended (HIPAA Regulations);
providing for an effective date; repealing and replacing Resolution R2014-0173.
Summary: In Resolution R2014-0173, the County
designated itself as a hybrid entity under the HIPAA Regulations and identified
the Risk Management Department, the Fire Rescue Department (Fire Rescue), and
the Division of Senior and Veterans Services (formerly known as Division of Senior
Services) as the County’s healthcare components subject to HIPAA Regulations.
The HIPAA Regulations allow the County to limit the designation of a health
care component to covered functions that it performs. Fire Rescue’s Public
Safety Answering Point (PSAP) and dispatch functions may be provided outside of
Fire Rescue’s covered entity health care provider status. This Resolution
updates the County’s Hybrid Entity status to separate out Fire Rescue’s PSAP

Resolution is required by the August 21, 1984,

of fees deposited into the Air Pollution Control Trust Fund. This Program is

extending services for the existing AT&T Emergency Call Tracking System (ECaTS) and maintaining current ret
through July 10, 2028. Summary: The
ECaTS system is used to analyze statistics related to
emergency calls made to the NG911 network Public Safety Answering Points (PSAPs)
in order to better serve the citizens of Palm Beach County. This Addendum locks in the current price and it does not obligate the County to any particular
level of expenditure, but continues as a procurement
vehicle to obtain services at a set rate as needed. The Addendum extends existing ECaTS services from August 18, 2026
through July 10, 2028. This Addendum
includes language reviewed by Risk Management and the County Attorney's Office
stating that the County shall be required to pay the expense incurred by

The PSCC coordinates the
planning and operation of PBC’s criminal justice system, including jail
capacity, diversion programming, and system-wide coordination. The PSCC also
serves as the PBC's Criminal Justice, Mental Health, and Substance Abuse
(CJMHSA) Reinvestment Committee under Florida Statutes 394.657. The PSCC was
established pursuant to Florida Statutes 951.26 and PBC Resolution R2023-0334,
which establishes PSCC’s membership, organization, and responsibilities.
Membership includes statutory designees from the judiciary, law enforcement,
corrections, prosecution, defense, behavioral health, and community sectors.
The PSCC has a total of 24 seats. The following four (4) seats carry no term
designation as the appointees serve by virtue of their statutory office or
positional designation. These members hold their PSCC seat for the duration of
their qualifying appointment and do not require reappointment upon the
expiration of a fixed term: Seat B-2 (Public Defender or designee); Seat C-3:
Chief Circuit Judge or designee; Seat D- 4: Chief County Judge or designee; and

Palm Beach County (PBC) in the amount of $134,210 as part of the JAG Direct
Program for County FY 2026 for this annual formula grant program (CFDA
#16.738), due April 28, 2026. This continuation funding will support the Palm
Beach County Reentry Program, which provides intensive case management services
for individuals released from jail and prison to PBC. Over the past three (3)
years, the Palm Beach County Reentry Program has served 1,524 adults returning
from incarceration. In 2025, approximately 875 individuals were released from
the Florida Department of Corrections (FDC) and returned to PBC. The Grant
Application was submitted through the emergency process to meet the application

Summary: Palm Beach County (PBC) was allocated $145,193 in County FY 2024

expenditure during the period beginning October 1, 2022, through September 30,
2026. On September 26, 2023, the Criminal Justice Commission (CJC) approved allocating $131,548 in continuation funding for the Justice
Services Reentry Program to provide intensive case management services for
individuals returning to PBC after a period of incarceration. The additional $13,645 was allocated for equipment to
support the work of the CJC. In an effort to maximize the impact of available
resources, a request for a programmatic costs
adjustment was submitted to and approved by DOJ to shift the $13,645 in
equipment funds to the Justice Services
Reentry Program subaward for case management services provided by The
Lord’s Place, Inc. In accordance with County PPM CW-O-051, this GAM is being
submitted as a receive and file agenda item. No

motion to receive and file: a First Amendment to Contract R2025-1709 with The Lord’s Place
(TLP) to provide adult reentry case management and support services increasing
the overall Contract by $77,500 from $257,500 for a new total amount of
$335,000 and extending the period from July 1, 2026, through September 30,
2026. Summary: Palm Beach County’s (PBC) Department of Public Safety, Division of
Justice Services, entered into a Contract with TLP on November 18, 2025, to
coordinate adult reentry services for individuals returning to PBC following
incarceration. This Contract is funded by the Florida Department of Corrections
(FDC) through a Contractual Purchase Order (CPO). The State of Florida’s and
FDC’s obligations are contingent upon annual appropriations by the Florida
Legislature which become available July 1st. FDC retains final
authority regarding both the availability of funds and the determination of
what constitutes an annual appropriation or allocation for these services. This
Amendment extends the current contract for three (3) months and increases the Contract
amount by $77,500 from $257,500 to $335,000 to maintain
continuity of services while a new contract is being drafted. The new contract will consolidate the
existing contracts for TLP and align with the County’s fiscal year. R2025-1708
through R2025-1710 authorized the County Administrator or designee to execute
amendments and administrative documents associated with the contract on behalf

under section 2-53(d) of the County’s Purchasing/Procurement Code (the
Code). Summary: Effective November 16, 2024, the Code authorized the Director of
Procurement, in consultation with the County Attorney’s Office, to terminate
non-construction contracts, including exempt contracts, of any amount in
accordance with the terms and conditions of the applicable contract. The Code
requires the Director of Procurement to submit to the Board of County
Commissioners (BCC) at least quarterly a receive and file agenda item listing all contract
terminations, whether termination is for convenience or termination for cause.

Grants for Rural Areas Program (CFDA 20.509) Grant Application as administered
by the Florida Department of Transportation (FDOT) in the amount of $1,319,565 to
partially offset the operational costs for the Go Glades Service, and
B)
authorize the Mayor of the
Board of County Commissioners (BCC) to execute the Grant Application,
supporting documents, and assurances.
Summary: FDOT has notified Palm Tran of the
availability of Section 5311 grant funds for mass transit operating assistance
in non-urbanized areas. If awarded, the Grant will partially offset the
operating costs of the Go Glades Service by 50%. The application is for
$1,319,565 in grant funds, which requires a
local match of 50% or $1,319,566 for a total project cost of $2,639,131. The
grant match is included in Palm Tran’s proposed FY 2027 Budget. The Grant
Application requires broader indemnification by the County than that approved
by PPM CW-F-049. The resulting Grant Agreement will require the County and its
officers, agents, or employees to indemnify, defend, and hold harmless
FDOT and all of its officers, agents, and employees from any claim, loss,
damage, cost, charge, or expense arising out of the County’s non-compliance or
performance of this agreement. The indemnification obligation must also be
passed on to contractors and/or consultants. The Risk Management
Department and County Attorney’s Office have reviewed the
indemnification requirements of this Grant and advised staff
accordingly. Given that liability is limited to the County’s non-compliance or
performance of this Grant Agreement and the statutory caps of Section 768.28,

funds; the Agreement has an effective date of August 1, 2024, with an
expiration date of July 31, 2026; and

Summary: On April 4, 2023, the BCC delegated
authority to the County Administrator or designee to pursue funding from the
DOE’s EECBG Program, to sign all grant applications, and execute the grant
agreement and all associated forms related to the grant agreement (3EE-2). Palm Tran electronically submitted the
Grant Agreement for the EECBG Program from the DOE. The electronic document has
been fully executed by the County Administrator on behalf of the BCC. In
accordance with County PPM CW-F-003 and CW-O-051, a signed copy of Agreements
executed under delegated authority must be placed on the BCC’s agenda as a receive and file agenda item. The required items were
delayed pending receipt of the executed grant extension agreement from the
granting agency to allow submission of the agreement and extension
concurrently, reflecting the revised grant end date. The documents executed are
now being submitted to the BCC to allow the Clerk’s Office to receive and file.
The DOE EECBG Program provides funding for projects and programs that cut
carbon emissions, improve energy efficiency and reduce energy use. The funding
is flexible and can be used for a wide variety of activities including strategy
development, technical assistance, energy audits, financial incentives, energy
retrofits, and renewable energy technology for both buildings and

Budget Transfer of $923,000 from the Law Enforcement Trust Fund (LETF) to the
Palm Beach County Sheriff’s Office (PBSO).
Summary: Section
932.7055(5), Florida Statutes;
provides that the seizing agency shall use Forfeiture proceeds for school
resource officer, crime prevention, safe neighborhood, drug abuse education and
prevention programs, or for other law enforcement purposes, which include
defraying the cost of protracted or complex investigations, providing
additional equipment or expertise, purchasing automated external
defibrillators, and providing matching grant funds. Section 932.7055(5), Florida Statutes, also requires that no less
than 25% of the LETF’s previous year’s revenues be used for the support or
operation of drug treatment, drug abuse education, drug prevention, crime
prevention, safe neighborhood and school resource officer programs of various
non-profit organizations. PBSO’s FY2026 donation requirement is $821,438.
PBSO’s support of these programs exemplifies its strong commitment to the
prevention and reduction of crime throughout the communities it serves and its
desire to put money back into these communities to support organizations that
provide such services. The year-to-date
transfer for all donations to outside organizations after approval of this item
is $3,331,250. The funds
requested are to aid PBSO and qualified organizations that meet the
requirements set forth in Section
932.7055(5), Florida Statutes. Use of LETF requires approval by the
Board of County Commissioners (BCC), upon request of the PBSO. The current State LETF balance is $3,705,973.
Approval of this request will reduce the State LETF balance to $2,782,973. PBSO certifies that the use of these
funds is in accordance with Section
932.7055(5), Florida Statutes.

Agreement with Florida Atlantic University Board of Trustees (FAU) and Florida Atlantic
University Foundation, Inc. (FAUF) in the amount of
$190,626 for a retroactive term of October 1, 2025 through September 30, 2026,
and managed by the Cultural
Council of Palm
Beach County, Inc. (Cultural Council)
for the promotion/marketing of cultural events. Summary: On October 21, 2025, 22 fully executed Category “B” grant agreements
were submitted as receive and file
agenda items. This last Agreement is being submitted retroactively because it required modifications requested by FAU
and FAUF. This Agreement deviates from the standard grant template
and is being presented separately for approval.
FAUF has been certified by FAU as a direct-support organization of FAU
pursuant to Section 1004.28, Florida Statutes, and pursuant to its articles of incorporation, FAUF was
established to do and perform all things necessary and to have
all powers necessary to encourage, promote, and provide FAU with funds
and resources to further FAU’s slated objectives as a state university of Florida.
FAU and FAUF desire and request that
the County pay FAUF the Grant Funds that are due FAU. Grant funding was
approved by the Tourist Development
Council (TDC) on June 12, 2025. This Agreement will fund events which will promote cultural tourism in Palm

with 11 governmental agencies utilize the approved standard Agreement template
and provide reimbursement for eligible EMS medical equipment purchases
utilizing grant funding received by Palm Beach County from the State of Florida
Department of Health, Bureau of Emergency Medical Services. Eligible uses may
include the purchase of EMS equipment such as stretchers, ventilators, cardiac
monitors, and other related items, as well as training courses designed to
enhance provider skills and capabilities. In addition, eligible expenditures
may include specialized medical supplies, such as whole blood, that support
advanced pre-hospital patient care. These Agreements are being submitted to the
BCC in accordance with the delegated authority approved by the BCC. No County

appointments of Ms. Lindsay Wilder and Dr. Philip Harris at their June 25, 2026 meeting. Ms. Lindsay Wilder will replace Mr.

Benefit Unit for Fire Hydrant Maintenance and Rental - Boca Raton (MSBU-Boca
Raton) commencing fiscal year 2026-27 and for all subsequent fiscal years;
providing for repeal of Resolution 2008-0239; and providing for a savings
clause;
B) adopt a Resolution adopting the non-ad valorem
assessment roll for the MSBU-Boca Raton for fiscal year 2026-27 and all
subsequent fiscal years; providing for the annual levy of non-ad valorem
special assessments against parcels of real property within the MSBU-Boca
Raton; providing for the repeal of Resolution 2001-1181; and providing for a
savings clause; and
C) authorize the Mayor to
execute Certificate to Non-Ad Valorem Assessment Roll (DR-408A) form certifying

Summary: The MSBU-Boca Raton for Fire Hydrant
Maintenance and Rental-Boca Raton was established in February of 1993, as set
out in Chapter 26, Article III of the Palm Beach County Code. The current rate as established by Resolution is $23 per parcel
(R2008-0239). Pursuant to Section
197.3632, Florida Statutes, and Palm Beach County Code Sections 26-106 through
26-109, a non-ad valorem special assessment is levied against the real property parcels
located within the MSBU-Boca Raton. The rate has been the same since 2008. The
proposed rate Resolution would increase the rate due to the maintenance cost of
the hydrants exceeding the current assessment rate. The increasing maintenance
cost has been steadily reducing the fund balance, and without the
increase the fund will go negative. The
current rate will be increased from $23 per parcel to $27 per parcel. This
public hearing is being held to adopt the assessment rate and the non-ad
valorem assessment roll, in accordance with Section 197.3632(4), Florida
Statutes and Section 26-109 of the Palm Beach County Code. Every year the assessment roll must be
certified by the Mayor of the BCC, and the State Department of Revenue (DOR)
form DR-408A must be signed by the Mayor for each MSBU in order for the
assessment to be included on the property’s annual tax bill. These forms and
the assessment rolls must be submitted to the Tax Collector no later than
September 15th, of each year.

Summary: The
Contract with EXP was approved by the Board of County Commissioners (BCC) on
July 8, 2025 (R2025-0927) in the amount of $817,262.56. The Contract provides
for program management services for
various capital improvement projects at DJT.
A detailed Contract History is included in Attachment 1. Approval of
Amendment No. 1 will increase the Contract amount by $1,940,075.04 for a total Contract amount of
$2,757,337.60 and provides for continued project management services for the
Concourse B Expansion Project including, but not limited to, project/program
planning and coordination, inspection, document review, ensuring contract
compliance, and budget and schedule monitoring.
Pursuant to changes to Chapter 332, Florida Statutes, effective July 1,
2023, a governing body of a medium hub commercial service airport may not
approve purchases of contractual services in excess of $1,000,000 on a consent
agenda. Amendment No. 1 exceeds the

Summary: On December 2, 2025, the Palm Beach
County (County) Board of County Commissioners (BCC), conceptually approved HBLP
funding in the amount of $1,059,223 for the Project. The Project consists of a
five (5)-story building with 91 multifamily rental development units of which
13 will be County-assisted, and will be located at 1011 10th Avenue
North, in Lake Worth Beach. Funds will be provided on a per-unit basis, and the
total of all County funding shall not account for more than 50% of the total
unit cost as allocated to the County-assisted funding units. The
County-assisted units will be available to eligible households at or below 110% Area Median Income (AMI) with income targeting as deep as
60% AMI (incomes no greater than $141,350 and $77,100 for a
family of four [4], respectively). A declaration of restrictions will be
recorded to ensure affordability for a no less than 50-year period. The total Project
cost is $29,658,278 for a per-unit cost of $325,915. Total County HBLP
investment for this Project is $1,059,223 or .035% ($81,478 per County-assisted
unit) of the total Project.

rental units to be located at 1350 N. Dixie Hwy, Boca Raton. HBLP funds will be
allocated on a per-unit basis, and all 105 units will be designated as
County-assisted units. All units will be restricted to eligible households
earning at or below 70% of the Area Median Income (AMI), with affordability
levels extending to eligible households earning as low as 30% AMI (incomes no
greater than $89,950 and $38,550 for a family of four [4], respectively). A
Declaration of Restrictions will be recorded to ensure long-term affordability
for a period of 50 years. The total Project cost is $47,984,719 approximately
$400,484 per unit or $477 per residential square foot. The County HBLP
investment of $4,987,000 represents approximately 10.39% of the total
development cost with a per County-assisted unit cost of $47,495. Based on the preliminary underwriter’s
report, County funds will be provided in the form of a 1% interest, repayable
loan secured by a mortgage. The loan shall be secured by a mortgage and note
that requires repayment of principal and interest within 20 years.

households earning as low as 50% AMI (incomes no greater than $102,800 and
$64,250 for a family of four [4], respectively).
A Declaration of Restrictions will be recorded to ensure long-term
affordability for a period no less than 99 years. The
total Project cost is $77,281,909, approximately $386,410 per unit or $311.57
per residential square foot. The County HBLP investment of $10,000,000
represents approximately 12.9% of the total development cost with a per County-assisted
unit cost of $50,000. Based on the preliminary underwriter’s
report, County funds will be provided in the form of a 1% interest, repayable
loan secured by a mortgage. The loan shall be secured by a mortgage and
note that requires repayment of principal and interest within 20 years.
