  • Decennial population totals gathered from the 2020 Census are used for redistricting and reapportionment by local governments.
  • The redistricting process allows local governments to submit (a) suggested legal boundary updates as well as updates to other geographic areas and (b) voting district boundary updates conducted through the non-partisan liaison designated by each state.
  • In early 2021, the Census Bureau announced that the statutory deadline for the delivery of redistricting data used for redrawing districts was delayed from April 1, 2021 to September 2021 due to the COVID-19 pandemic and anomalies found in the census data. This delay will significantly compress the timeline for the County to develop updated Commission District boundaries, which is required by Florida Statute to be completed in an odd-numbered year.

Redistricting Criteria

  • On June 15, 2021, the Board of County Commissioners adopted the following redistricting criteria:
    • Achieve population equity (10% or less variance among districts population) among Commission Districts
    • Adhere to Section 2 of the Voting Rights Act of 1965, as amended and interpreted through case law
    • Follow major natural and man-made boundaries
    • Maintain integrity of Communities of interest, including municipal boundaries
    • Insure compactness
    • Contiguity of Districts
    • Preserve the Core of existing voter’s districts

2020 Census Facts

  • Between the 2010 Census and 2020 Census, Palm Beach County grew by 172,057 people, increasing from 1,320,134 in 2010 to 1,492,191 in 2020 (a 13.03% increase).
  • Looking at demographics, 57.34% of the 2020 population was white alone, 17.59% was black alone and 13.96% was two or more races. Those identifying as two or more races increased significantly from 2.3% in 2010 to 13.96% in 2020. Hispanics (of any race) totaled 23.45%.
  • County staff is working with a redistricting consultant to develop potential County Commission district maps, and public hearings are anticipated to be held in November and December of this year. Proposed maps will adhere to redistricting criteria that was adopted by the Board of County Commissioners in June of this year.
