Palm Beach County Partners Work to Ease Traffic Congestion During CSX Closure at Northlake Boulevard and Beeline Highway


As we enter day four of the intersection closure at Northlake Boulevard and Beeline Highway, partnering agencies within Palm Beach County are continuing to address drivers' issues as they unfold. The closure, which began Friday, August 1, and is scheduled to reopen on Sunday, August 10, is necessary for CSX to complete vital railroad track replacement and signalization improvements. The pbc.gov/northlakeclosure web page is updated on demand as new information becomes available.

Traffic signals along the primary detour routes have been temporarily retimed and are continuously monitored to accommodate the increased traffic volume during the closure period. FDOT personnel are on the ground driving the routes and reporting issues to the PBC Engineering and Public Works, PBSO, and Fire Rescue command post for real-time adjustments.

The pbc.gov/northlakeclosure web page with camera links and detour information has received over 1.3 million views. If the public access camera live stream links are overloaded with viewers, the cameras still provide real-time information to traffic engineers through a direct link.

Detour signage is posted throughout the area, and law enforcement officers are stationed to assist with traffic flow and maintain safety. Motorists should continue to follow the established detour routes, which include Seminole Pratt Whitney Road, Southern Boulevard, Military Trail, and Northlake Boulevard. Additional alternate routes include Coconut Boulevard, Orange Boulevard, Royal Palm Beach Boulevard, 60th Street, State Road 7, and Okeechobee Boulevard.

On Monday evening, commuters experienced heavy congestion westbound on Okeechobee Boulevard between Jog Road and State Road 7. The Palm Beach County Sheriff’s Office’s Traffic Division manually controlled several traffic signals to mitigate the backup. Slowdowns were also reported on Tuesday morning at Southern Boulevard and Seminole Pratt Whitney Road.

Residents are encouraged to stagger their travel times and leave earlier or later, if possible, to avoid peak rush hour traffic.

Yes. Traffic signals along the primary detour routes—including Seminole Pratt Whitney Road, SR 80/Southern Boulevard, and Military Trail (SR 809)—will be temporarily retimed to accommodate the increased traffic volume during the closure period. In addition, the coordination teams will be continuously monitoring signal timing and traffic flows and will have the ability to adjust in real-time.


Palm Tran fixed-route buses may experience delays during the closure, but no detours are expected. Paratransit services will be subject to temporary detours, which may affect travel times to medical appointments and other destinations. Reservationists are actively informing paratransit riders of any expected delays or detours. Riders are encouraged to check Palm Tran's website or contact customer service at 561-841-4BUS (4287) for the latest information to help plan their trips accordingly.

Summary for August 6-7, 2025
CSX Railroad Rehabilitation Project:

Construction crews continue to make significant progress as part of the ongoing CSX crossing, and work remains on track to meet the planned reopening date of Aug. 10.

  • ​​Track Work: Crews installed concrete panels across the track in the afternoon after track surfacing in preparation for restoring vehicular traffic. They also placed ballast rock in areas adjacent to the track so that the roadway base could be constructed. They continue to monitor the track to ensure no additional settlement occurs and clean up materials in the areas adjacent to the tracks and track area.
  • Signal Work: Crews completed wiring and testing of their temporary cantilever signal structure and gate system along eastbound Northlake Boulevard at the crossing, and they are functioning as intended.
  • Traffic Operations: The FDOT contractor continues to monitor maintenance of traffic (MOT) operations.
  • Utility Coordination: The City of West Palm Beach's contractor is continuing with the relocation of 120 feet of watermain at the western limits of our project.

 

SR 710/Beeline Highway Reconstruction Project:

  • ​FDOT crews continued anchoring the temporary concrete barrier wall (TCBW), and installing temporary crash attenuators in preparation for the traffic shift accompanying the closure. Continued compacting base and grading the median area adjacent to the tracks in preparation for placement of the roadway base for the temporary asphalt. Shifted traffic signal heads on existing mast arms to align with the eastbound Northlake Boulevard traffic shift. Today, the contractor is finishing the construction of the temporary roadway base. Temporary asphalt placement is expected this evening in order to complete temporary pavement in the existing median.

CSX Railroad Rehabilitation Project:

Construction crews continue to make significant progress as part of the ongoing CSX crossing improvement project:

  • ​​Track Work: Crews installed drainage pipe and spare wiring conduits alongside the track section in preparation for final surfacing and placement of the remainder of ballast rock. They continue to move trains slowly through the work zone to get the required tonnage across the tracks. Additional ballast rock was delivered to support the rail surfacing operation. They will continue rail surfacing as well.
  • Signal Work: Crews completed the installation of their temporary cantilever signal structure and most of the gate system along eastbound Northlake at the crossing, as well as temporary conduit and wiring to feed power to them. Today, they will perform the final installation/wiring of the cantilever and gate arm structures.
  • Traffic Operations: The FDOT contractor continues to monitor maintenance of traffic (MOT) operations.
  • Utility Coordination: The City of West Palm Beach's contractor is continuing with the relocation of 120 feet of watermain at the western limits of our project.
  • Work remains on track to meet the planned reopening date of Aug. 10

 

SR 710/Beeline Highway Reconstruction Project:

  • ​CSX completed the cleanup in the median area to allow FDOT contractor access.  FDOT crews anchored temporary concrete barrier wall (TCBW) previously set in preparation for the traffic shift accompanying the closure. They also continued installing roadway striping and retroreflective pavement markers (RPMs) from the rail crossing 2000 feet west in order to facilitate the traffic shift. They began grading the median area adjacent to the tracks and compacting the subgrade in preparation for placement of the roadway base for the temporary asphalt. Today, they will begin constructing a temporary roadway base and continuing the striping along Northlake Blvd. Temporary attenuators will be installed along the terminal ends of the TCBW. The FDOT contractor will also be on site to move signal heads at the Beeline/Northlake intersection in alignment with the Northlake Blvd EB lanes that will be shifted to the median area as part of the traffic shift.​​

CSX Railroad Rehabilitation Project:

Construction crews continue to make significant progress as part of the ongoing CSX crossing improvement project:

  • Track Work: CSX is utilizing a Track Tamper to align and pack the Ballast Rock underneath the new railway section and a Ballast Regulator to distribute and shape the ballast rock evenly along the railway tracks as they continue to move trains slowly through the work zone to get the required tonnage across the tracks. Additional Ballast Rock was delivered to support the rail surfacing operation.
  • Signal Work: Crews have completed field assembly of their temporary cantilever signal structure and gate system along eastbound Northlake Boulevard at the crossing. They plan on installing those structures and begin reconnection of the conduit/wire feeding the signals and gate arm.
  • Traffic Operations: The FDOT contractor continued to monitor maintenance of traffic (MOT) operations.
  • Utility Coordination: The City of West Palm Beach’s contractor began and is continuing with the relocation of 120 feet of watermain at the western limits of our project.
  • Work remains on track to meet the planned reopening date of Aug. 10

CSX Railroad Rehabilitation Project:

Construction crews made significant progress yesterday as part of the ongoing CSX crossing improvement project:

  • ​​ Track Work: Crews successfully installed a new section of track and completed initial ballast construction. The removed rail sections were demolished and separated into sections to be loaded out. Train traffic was “walked through" the site until additional surfacing is completed to allow full-speed tonnage. Overnight, crews continued to monitor the new track section as trains passed through, gathering data for the next round of surfacing.
  • Signal Work: CSX's signal team removed the existing signal truss structure, gate arms, and median foundations. Florida Power & Light (FPL) supported the effort by de-energizing nearby power lines to ensure worker safety. Asphalt was sawcut to prepare for installation of temporary foundations, and the precast cantilever foundation was delivered to the CSX yard.
  • Traffic Operations: The FDOT contractor continued to monitor maintenance of traffic (MOT) operations.
  • Utility Coordination: The City of West Palm Beach's contractor delivered equipment to begin watermain relocation on Monday morning.
  • Work remains on track to meet the planned reopening date of Aug. 10

  • Crews completed waterblasting of existing pavement markings in preparation for an upcoming traffic shift.

  • Crews completed the removal of the existing track panels, rail crossing, ballast rock, CSX signal dismantling existing gate and signal bridge, and installation of new rails.
