On July 21, 2015 the Palm Beach County Board of County Commissioners adopted
Ordinance No. 2015-029 to go into effect on January 1, 2016 pertaining to human trafficking. A new state law signed by the Governor on June 16, 2015
( FL Statute 787.29 ) authorizes counties to enforce posting of human trafficking public awareness signs at adult entertainment and massage / bodywork establishments alerting employees and patrons to remedies and protections related to human trafficking.
Ordinance No. 2015-029 requires employers of strip clubs or other adult entertainment establishments or a business that offers massage or bodywork that is not owned by a healthcare profession regulated pursuant to Ch. 456 Florida Statutes to post a public awareness sign. The sign must be at least 8.5 inches by 11 inches in size, printed in 16 point type, and state the following in English, Spanish and Creole: "If you or someone you know is being forced to engage in an activity and cannot leave -- whether it is prostitution, housework, farm work, factory work, retail work, restaurant work, or any other activity -- call the National Human Trafficking Resource Center at 888-373-7888 or text INFO or HELP to
233-733 to access help and services. Victims of slavery and human trafficking are protected under United States and Florida Law."
Violation of any provision of the Ordinance shall be deemed a noncriminal violation, punishable by a fine only as provided in Section 775.083, Florida Statutes.
