Representatives from PZB's Building Division recently visited Trades and Construction Management students at Palm Beach State College in Lake Worth Beach to share insights about the Division's role in protecting public safety and supporting construction in unincorporated Palm Beach County.

Staff provided an overview of the permitting and inspection process and discussed the important work performed by permit staff, building inspectors, plans examiners, and other team members who help ensure structures are built safely and in compliance with the Florida Building Code.

It was a great opportunity to connect with students, answer questions, and highlight potential career paths at the Planning, Zoning and Building Department.​​

The Palm Beach County Board of County Commissioners (BCC) has approved a temporary waiver of building permit fees for property owners in unincorporated Palm Beach County affected by Hurricane Milton and associated severe weather.

This waiver covers building permit fees for repairs related to structural damage caused by the hurricane and related severe weather, providing financial relief to those facing hurricane-related hardships. The waiver applies to permit applications submitted to the County's Building Division from October 14, 2024 – April 14, 2025, unless extended by the BCC.

Florida Department of Business and Professional Regulation  Issues Emergency Order to Streamline Hurricane Recovery Efforts.

 

The following provisions in the Order are applicable statewide:

 

Division I contractors, including general, building and residential contractors, can self-perform roofing work for all roofing types on structures within their respective license scope.

Registered contractors from any local jurisdiction in Florida are allowed to contract for work within their respective license scope, in counties specified in the Order, even if such counties are outside of their geographical scope limitations, provided certain requirements are met such as providing proof of their state registration and compliance with applicable insurance requirements.

Additionally, for purposes of tarp installation, the Order also clarifies that section 489.103(6), Florida Statutes, provides an exemption to the contractor's license requirement for: “The sale or installation of any finished products, material, or articles of merchandise that are not fabricated into and do not become a permanent fixed part of the structure, such as awnings…" So long as the tarp installation complies with this exemption, a state contractor's license is not required.

The following is an example of some items that do not require a permit:

  • Doors: Replacement of any exterior door (excluding overheaddoors) within the existing jam once in a 12-month period (1 and 2 family dwellings only).
  • Driveway: Sealcoat asphalt (1 and 2 family dwellings only).
  • Fence: Minor repair or exact replacement of a existing permitted fence up to $1,000 fair market value excluding pool barriers.
  • Gutters and Leaders: (1 and 2 family dwellings only).
  • Roof: Minor repair of existing rood covering less than $1000 fair market value.
  • Screen Room: Rescreening to $1,000 in value.
  • Soffit or Fascia: Minor repair or replacement up to $1,000 in value which does not involve structural members.

  • Obtain at least three “WRITTEN" estimates from a licensed and insured contractor

  • Call the local Palm Beach County Home Builders Association c/o Gold Coast Builders for a list of reliable contractors at 561-228-6137.

 

Warning Signs a Contractor may be unlicensed:

 

  • Door-to-door solicitation and/or requiring large down payment before beginning the work
  • If a contractor asks the property owner to pull a permit
  • Refuses to provide a written contract
  • Unable to provide a Certificate of Insurance
  • Advertisements that do not include the contractor license number

Palm Beach County’s Planning, Zoning and Building Department (PZB) is pleased to announce the appointment of Melvin Corredor, Master of Business Administration (MBA), as the county’s new building official, effective August 18, 2025.

 

Corredor brings more than 20 years of combined public and private sector experience, with a strong background in construction management, permitting, inspections and building code compliance.

Prior to joining PZB, he was the building department manager at the Village of Wellington. He led process improvements, technology upgrades and customer service enhancements, improving the delivery of building services. His career also includes private construction industry experience in project management and supervisory roles.

 

A certified general and roofing contractor, Corredor holds more than 11 professional licenses from the State of Florida. He also holds the Master Code Professional certification, the highest designation awarded by the International Code Council.

 

Additionally, the Building Officials Association of Florida awarded Mr. Corredor the “2021 Plans Examiner of the Year” award, reflecting his technical expertise, leadership, and unwavering commitment to public safety.

 

Corredor is a graduate of the University of Florida, where he earned a Bachelor of Business Administration and an MBA. Fluent in English, Spanish and Portuguese, he is known for his focus on operational efficiency and customer satisfaction. His leadership philosophy emphasizes servant leadership, integrity, accountability and building trust within his team and the community.

 

He is committed to ensuring the building division delivers timely, consistent and professional service in support of safe, resilient and sustainable development throughout Palm Beach County.

The Building Division safeguards life and property in unincorporated Palm Beach County by administering building codes, reviewing plans, issuing permits, and conducting inspections. We address safety concerns, assist with unsafe conditions, and remain committed to code development and public education.

​At the Board of County Commissioners' Meeting on Tuesday, March 3, 2026, Vice Mayor Woodward presented a proclamation declaring March 9-15, 2026, as Flood Awareness Week. Palm Beach County has experienced severe weather in the past in the form of extreme rainfall or tropical system events, resulting in flooding in both coastal and riverine areas, and this flooding has caused damage and flood losses to homes and buildings in all areas, whether they are high-risk special flood hazard areas or low-to-moderate-risk flood zones. Palm Beach County is a voluntary participant in the National Flood Insurance Program that provides residents with the opportunity to protect themselves against flood loss through the purchase of flood insurance at reduced insurance premium rates, as well as setting higher regulatory standards to reduce the flood risk and potential flood damage to their property.​​​​​
