The Palm Beach County Board of County Commissioners (BCC), through the Department of Housing and Economic Development (HED) is soliciting proposals from qualified organizations to carry out public service activities eligible under the Community Development Block Grant Program (CDBG) program. 

Interested parties can obtain a HED.CDBG.2026.1 NOFO package by completing the  NOFO Registration Form located at  https://survey.pbcgov.com/s3/HED-Public-Services-NOFO​ beginning Monday, February 9, 2026. Registration with HED is required to be eligible to submit a proposal. Once registration is complete, you will receive a link to the application portal.

A pre-submittal workshop was held virtually on Thursday, February 12, 2026.

The NOFO Submittal deadline is 4:00 p.m. on Monday, March 2, 2026.  

ELIGIBLE APPLICANTS: Non-profit organizations with IRS 501(c)3 Federal tax-exempt status at the time of submittal are eligible to receive funding through this NOFO. 

ELIGIBLE ACTIVITIES: Public Service activities are defined as services – including labor, supplies and materials - designed to improve the quality of life, economic stability, and social well-being of low-to-moderate income individuals. Examples include youth services, fair housing,  housing counseling, job training and homeless services.

ACTIVITY LOCATION:  Activities must be located within Palm Beach County and exclusively serve residents of Palm Beach County.
