​ For more than two decades, Dr. Rachel Docekal has built a career focused on shifting from what is present to what is possible. Under this mantra, Dr. Docekal founded the Lyrae Group, a firm providing consultative services focused on philanthropy, where she served as its Managing Director until 2023. Currently, she co-chairs two policy committees as a board member of the Economic Council of Palm Beach County and serves as chair-elect of Palm Beach County's Criminal Justice Commission. She is also a member of Leadership Florida's Cornerstone XXXVI Class and Leadership Palm Beach County Focus. Previously, Dr. Docekal served as chairman of the Palm Beach North Chamber of Commerce and is a member of the Mounts Botanical Garden Board of Directors. She has also held senior leadership roles at Nova Southeastern University, the University of Pittsburgh, and the South Florida Science Museum.

Dr. Docekal comes to Hanley Foundation with the unique experience of having previously served as the organization's CEO, a role she skillfully fulfilled from 2010 to 2015. With familiarity and deep experience, Dr. Docekal will oversee board and donor relations for Hanley, while creating strategies to support the organization's lifesaving programs and expansion initiatives.

Dr. Docekal holds a Bachelor of Arts from Chatham College; a Master of Business Administration from The Katz Graduate School of Business at the University of Pittsburgh; and a Doctor of Education in Organizational Leadership from Nova Southeastern University and was named one of South Florida Business Journal's 25 Most Influential Women in 2012.​

Lauren Whetstone plays an instrumental role in devising pricing and deal structures for the company's fiber program. Prior to joining NextEra Energy, Inc., Lauren was a litigation shareholder at an international law firm based in Florida, where she focused on complex commercial litigation and securities transactions. Lauren's comprehensive professional experience includes driving business outcomes for a diverse range of clients and litigating a variety of matters in state and federal courts and arbitration forums, including contract disputes, business torts, products liability for manufacturers, securities class actions, shareholder and partnership disputes, corporate formation, and real estate matters. Lauren holds a Juris Doctor degree, a bachelor's degree in finance, and a bachelor's degree in public relations, all awarded cum laude from the University of Florida.​

Marcia Andrews 

Marcia Andrews, District 6



On November 2, 2010, Marcia Andrews was elected to serve on the Palm Beach County School Board for District 6 and was reelected in 2014 and 2018.

As a School Board member, her focus is on student academics and personal achievement. She works closely with the Superintendent and the School Board to ensure policies are in place that support student success.

Mrs. Andrews is actively involved with the Educational Advisory Boards in the communities of District 6. She visits schools and is available to assist regional superintendents, principals, teachers, and staff. She is always available to assist parents. As of 2012, she established a School Board Member satellite office in the Glades Region and School Board meetings are simulcast from there as well.

Her work with the School Board is highlighted by the approval of the School Board to build three new schools for the Glades Region. Gove Elementary School opened in August 2013, Glade View Elementary School and Rosenwald Elementary School opened in August 2015.

She established the Glades Career Readiness Roundtable (GCRR), a group of business leaders, non-profit organizations, parents, community leaders, and educational institutions formed to meet the academic and career needs of students and adults. GCRR has secured more than $2 million of funding for needed programs in the Glades Region, including pre-apprentice programs at West Technical Educational Center. She stays connected with businesses in District 6 with memberships in the following Chambers of Commerce: Central Palm Beach County, Wellington, Belle Glade, and Pahokee.

Mrs. Andrews has and continues to hold leadership roles in education, community, social, and civic organizations. She has received numerous honors from many groups for her work. She currently serves on the Boards of Palm Beach County Communities in Schools, Take Stock in Children, 15th Circuit Juvenile Justice Advisory Board, PBC Criminal Justice Commission, Equality Florida LGBTQ+ Advisory Board, Council of the Great City Schools Executive Committee, Florida High School Athletic Association Representative Assembly, Sweet Dream Makers Advisory Board, and U.S. Selective Service Board. She is a former member of the Florida School Boards Association (FSBA) Board of Directors and former Chair of FSBA Equity Committee. She is also a proud member of Zeta Phi Beta Sorority and Payne Chapel A.M.E. Church.

Mrs. Andrews is a dedicated professional with 44 years of experience as an educator in the Palm Beach County School District. Her passion for helping others led her into the field of teaching at the middle school level. Through the years, she has served as an assistant principal, principal, director, and chief officer of human resources. Mrs. Andrews has been instrumental in recruiting thousands of teachers to the Palm Beach County School District. After retirement, she started volunteering in the community and later founded her company, Up Front Consulting, LLC.

She grew up in Palm Beach County and graduated from Roosevelt High School. She holds a bachelor's degree in Education from Florida Atlantic University and a master's in Administration and Supervision from Nova Southeastern University. She enjoyed teaching her students and worked hard to make sure they were successful. She wants to continue to be a change agent for building better school and community relations.

Mrs. Andrews has been married to Robert Andrews for 50 years and has one daughter who is a teacher, and five grandchildren. She has been a resident of the western communities for more than 30 years. She enjoys tennis, exercising, speed walking, and taking care of her best friend, Piper, a Yorkie Poodle.

Maria S. Antuña is CEO of the Hispanic Chamber of Commerce of Palm Beach County.

Maria was born in Matanzas, Cuba. Maria arrived to the USA in 1962 where her family settled in Clewiston, Florida. Maria is a 45 year veteran of banking where she had a successful banking/sales career. On April of 2014 Maria ended her banking career as Vice Presidnet from a major banking instituion and in November of 2015 Maria joined the Hispanic Chamber of Commerce as the Executive Director and quickly rose to CEO position. Maria quickly became a huge advocate for education, health and business growth within the community allow for economic impact within Palm Beach County. Maria has been instrumental in the Hispanic Chamber of Commerce receiving countless awards, proclamations, nominations, and accolades for its dedication to the community. Maria has also been instrumental in growing the Hispanic Chamber membership rooster and today the Chamber is one of seven chambers across the U.S. awarded the USHCC/MBDA, United States Hispanic Chamber - Minority Business Development Agency partnership through the CARES Act. This technical assistance center was provided for emergency services to help small businesses keep their doors open during the pandemic. Maria's enthusiasm and positive attitude is infectious, say many who know her well.

Her passion to support minority-owned, diverse businesses is vital to maintaining a strong, robust, and prospering economy. Over the years Maria has been recognized by Senator Rick Scott as a Hispanic Community Leader; has received the Community Leadership Award from the Hispanic Education Coalition and was presented with a service recognition by West Palm Beach Mayor Keith James for her contribution as a member of the Mayor's Task Force for Racial and Ethnic Equality, is a Hispanic Women of Distinction honoree, as well as many other accolades through the years for business and personal success. Maria is fully engaged on numerous boards and committees including the Urban League of PBC, Forum Club of the Palm Beaches, Board member of the Architectural Review Board for the Village of Wellington, Diversity and Equity Advisory Board (Palm Beach County School District) that focuses on the inclusivity of every child, Good Samaritan Hospital, to name a few.

Darcy J. Davis is the Chief Executive Officer of the Health Care District of Palm Beach County and its subsidiary operations. She joined the Health Care District in July 2011 and has served in several roles of increasing responsibility, including Chief Financial Officer/Chief Operating Officer, before her promotion to the top executive role in February 2016.

Prior to joining the District, Darcy served in executive level positions including Senior Vice President and Chief Financial Officer across an array of healthcare entities from rural medical centers to a complex academic medical center over her 30 years in the healthcare industry.

In 2023, Darcy was appointed by Palm Beach County's Board of County Commissioners to serve as a member of the county's Criminal Justice Commission. She also serves on the United Way of Palm Beach County’s Hunger Relief Advisory Council and is a member of the Board of Directors for the Chamber of Commerce of the Palm Beaches, the Palm Beach North Chamber of Commerce and the American Heart Association of Palm Beach County. In 2018, Governor Rick Scott appointed her to the Palm Beach State College District Board of Trustees where she served for three years. Darcy is a 2022 graduate of the Leadership Palm Beach County Engage Program.

Darcy was named a 2024 Top 250 Power Leader by the South Florida Business Journal. Annually for the past eight years, the South Florida Business Journal has recognized Darcy as a Power Leader in Healthcare and in 2017 as one of South Florida’s Most Influential Executives. In 2022, Darcy was ranked 11th on the list of Florida’s Top 100 Women-Led Businesses by The Commonwealth Institute of Florida and was a finalist for the Palm Beach North Chamber of Commerce’s “Woman of the Year Award”. She also received the Daughters of the American Revolution “Women in American History” award in 2022 from the Seminole DAR Chapter. In 2021 and 2019, she was honored by the Palm Beach County Medical Society as a “Hero in Medicine”.

Darcy earned her BBA in Accounting from Mercer University and her MSM in Healthcare Administration from Troy State University. She holds an inactive license as a Certified Public Accountant in Georgia and Tennessee.

​JULIA DATTOLO entered the US Navy as a Direct Commission Officer upon graduation from the University of New Hampshire. She served as a Nurse Corps Officer for 22 years before retiring. She culminated her Naval career in 2006 as the Commanding Officer of the Naval Hospital Jacksonville Detachment Unit, Naval Operational Support Center in West Palm Beach, Fl. As a nurse, Julia was a Critical Care Clinical Nurse Specialist working concurrently in hospitals in the location of her duty stations. Upon retirement, Julia redirected her life to focus on her children and then returned to the workforce and began a new career assisting disabled veterans find suitable employment, education, and training. Currently Julia is the CEO/President of CareerSource Palm Beach County. She sits on the several boards including Wounded Veterans Relief Fund, National Association of Workforce Development Professionals, the Business Development Board and the Housing Leadership Council of Palm Beach County. She and her husband Dr. Robert Dattolo, also a former Commander and Naval flight surgeon, have been married for 32 years and have two children. They reside in Palm Beach Gardens, Fl.
Mr. Perry is the founding member of the law firm, Perry & Taylor, P.A., and has extensive experience in commercial litigation, with an emphasis on mechanic’s lien, construction and zoning litigation. He also has extensive experience in major real estate transactions and land development, as well as planning, zoning and land-use law. For two years, he served as zoning counsel to Palm Beach County. Mr. Perry has represented clients relative to Zoning and Land Use matters in the counties of Miami-Dade, Broward, Palm Beach, Martin and Okeechobee.

Mr. Perry is a member of the Florida Bar, the American Bar Association and the Palm Beach County Bar Association, of which he served as President of the Young Lawyers Section from 1973-1974. He has served on the Palm Beach County Impact Fee Review Committee from 1993-2003, Palm Beach County Convention Center Advisory Committee from 1994-1995 and the Palm Beach County Land Use Advisory Board Policy Development Task Force from 1997-1998.

Active in the community, Mr. Perry is a member of The Economic Council of Palm Beach County and has served that organization as both a director and member of the Executive Committee; is a “Director for Life” of the Boys and Girls Clubs of Palm Beach County, Inc., of which he served as President from 1988- 1991; is a founding member, past President and a Director of the Law Enforcement Assistance Foundation; has been a Director of the Pine Jog Environmental Education Center; has been a Director and a Trustee of the Chamber of Commerce of the Palm Beaches; was appointed by Governor Bob Graham as a Fire Commissioner in the Military Park Fire District in Palm Beach County and served as its Chair; was appointed by Governor Charlie Crist to the Governing Board of the South Florida Regional Transportation Authority, which he served on from 2008 – 2012, and to which he was reappointed by the Board of County Commissioners of Palm Beach County in 2015 and served until November 2020.

Oswald Newbold II


Oswald Newbold II is a justice-impacted leader whose firsthand experiences fuel his dedication in criminal justice reform, policy advocacy, reentry, and conflict resolution. Focusing on an array of issues that impacts marginalized groups and communities, he concentrates on issues such as racial/ethnic implicit biases in law enforcement approaches, disparities in sentencing, school-to-prison pipeline, corrections methodology and internal ethic barriers and challenges to post-incarceration reintegration, and impact of peer mentoring in reducing recidivism.

Currently, Oswald serves as President of the Board of Directors for the National Association of Reentry Professionals Inc. He also works as the Reentry Coordinator at The Reentry Center of Riviera Beach and is involved with the Palm Beach County Reentry Task Force and the Palm Beach County Criminal Justice Commission. He has participated in local and federal initiatives to identify service gaps and enhance support for individuals with mental illness or substance use disorders in criminal justice settings.

Through his nonprofit, Libra-Life Mentoring Services Inc, Oswald mentors’ youth and young adults on life skills, career development, and financial literacy. Recently, the mentoring curriculum expanded to include leadership development and policy advocacy. Oswald also established a conflict resolution program to train youth as certified mediators, empowering them to address bullying, harassment, and gang activity. His objective is to provide young people with skills to advocate for meaningful change and resolve conflicts without resorting to violence. Initially mediating prisoner disputes, Oswald now mediates landlord-tenant conflicts in a homelessness prevention initiative. Now he is looking forward to passing on these skills.

To redefine narratives, Oswald seeks to educate and inspire professionals in intersectional fields. His insights are frequently featured in opinion articles on global media platforms. Globally, Oswald advocates for criminal justice reform aligned with the United Nations’ Sustainable Development Goal 16. He is grateful for the opportunity to serve Palm Beach County.

Vanessa Klein, LMHC proudly serves as the Director of Re-entry Services at The Lord's Place in West Palm Beach, FL. where she oversees their esteemed reentry department managing teams and programs compliant with reentry focused grants from the Florida Department of Law Enforcement (FLDE), the Florida Department of Corrections (FDC), the Department of Justice (DOJ), the Bureau of Justice Assistance (BJA), Justice Assistance Grants (JAG), and the Palm Beach County Sheriff’s Office (PBSO). Sheriff Ric L. Bradshaw is a career law enforcement professional responsible for leading the largest law enforcement agency in Palm Beach County. Sheriff Bradshaw has a successful track record of thirty-five (35) years in law enforcement. He rose through the ranks from Road Patrol Officer to Detective Sergeant to Lieutenant to Captain to Major, then Assistant Chief of Police and finally, in 1996 to Chief of Police. On January 4, 2005, Sheriff Bradshaw was sworn in as Sheriff of Palm Beach County. Sheriff Bradshaw is the thirteenth sheriff to serve as the county's chief law enforcement officer since the agency's origin in 1909. The Palm Beach County Sheriff's Office has six departments - Legal Affairs, Field Operations, Community Operations, Corrections, Support Services, and Administrative Services. The Palm Beach County Sheriff's Office is comprised of 3,800 employees and approximately 5,500 Citizens on Patrol (COP). Sheriff Bradshaw has extensive knowledge and training in all aspects of law enforcement with special emphasis on Domestic Security, Field Operations and community based policing. His excellent inter-personal and communication skills demonstrate competence as a leader who "gets things done," yet maintains a balance between assertiveness and diplomacy while always remembering that his first and foremost duty is to keep citizens safe.

Carey Haughwout was elected in November, 2000 as the Public Defender of Palm Beach County. She has spent the last decade as a private defense attorney in a West Palm Beach practice with her husband, John Tierney. From 1985-1987, she worked as an assistant public defender in Tallahassee and from 1987-1990 as an assistant public defender in Palm Beach County in the Capital Crimes Division.

Carey was the President of the Florida Association of Criminal Defense Lawyers from 1996-97, an association of over 1,000 lawyers and President of Palm Beach County chapter in 1991.

She has lectured around the country on numerous criminal law topics including client relations, cross-examination, and voir dire. She is on the faculty of the National Criminal Defense College and currently serves on the Florida Bar's Board of Legal Specialization and Education. Ms. Haughwout was specially appointed by the Supreme Court to serve on a committee to recommend standards for appointed, private and public defender lawyers in capital cases. In 1993, she received the Legal Aid Society's Pro bono award in criminal law and currently serves on the Board of Directors.

Nellie L. King is the owner of The Law Offices of Nellie L. Darcy J. Davis is the Chief Executive Officer of the Health Care District of Palm Beach County and its subsidiary operations. She joined the Health Care District in July 2011 and has served in several roles of increasing responsibility, including Chief Financial Officer/Chief Operating Officer, before her promotion to the top executive role in February 2016.

Prior to joining the District, Darcy served in executive level positions including Senior Vice President and Chief Financial Officer across an array of healthcare entities from rural medical centers to a complex academic medical center over her 30 years in the healthcare industry.

In 2023, Darcy was appointed by Palm Beach County's Board of County Commissioners to serve as a member of the county's Criminal Justice Commission. She also serves on the United Way of Palm Beach County’s Hunger Relief Advisory Council and is a member of the Board of Directors for the Chamber of Commerce of the Palm Beaches, the Palm Beach North Chamber of Commerce and the American Heart Association of Palm Beach County. In 2018, Governor Rick Scott appointed her to the Palm Beach State College District Board of Trustees where she served for three years. Darcy is a 2022 graduate of the Leadership Palm Beach County Engage Program.

Darcy was named a 2024 Top 250 Power Leader by the South Florida Business Journal. Annually for the past eight years, the South Florida Business Journal has recognized Darcy as a Power Leader in Healthcare and in 2017 as one of South Florida’s Most Influential Executives. In 2022, Darcy was ranked 11th on the list of Florida’s Top 100 Women-Led Businesses by The Commonwealth Institute of Florida and was a finalist for the Palm Beach North Chamber of Commerce’s “Woman of the Year Award”. ​ For more than two decades, Dr. Rachel Docekal has built a career focused on shifting from what is present to what is possible. Under this mantra, Dr. Docekal founded the Lyrae Group, a firm providing consultative services focused on philanthropy, where she served as its Managing Director until 2023. Currently, she co-chairs two policy committees as a board member of the Economic Council of Palm Beach County and serves as chair-elect of Palm Beach County's Criminal Justice Commission. She is also a member of Leadership Florida's Cornerstone XXXVI Class and Leadership Palm Beach County Focus. Previously, Dr. Docekal served as chairman of the Palm Beach North Chamber of Commerce and is a member of the Mounts Botanical Garden Board of Directors. She has also held senior leadership roles at Nova Southeastern University, the University of Pittsburgh, and the South Florida Science Museum.

Dr. Docekal comes to Hanley Foundation with the unique experience of having previously served as the organization's CEO, a role she skillfully fulfilled from 2010 to 2015. ​JULIA DATTOLO entered the US Navy as a Direct Commission Officer upon graduation from the University of New Hampshire. She served as a Nurse Corps Officer for 22 years before retiring. She culminated her Naval career in 2006 as the Commanding Officer of the Naval Hospital Jacksonville Detachment Unit, Naval Operational Support Center in West Palm Beach, Fl. As a nurse, Julia was a Critical Care Clinical Nurse Specialist working concurrently in hospitals in the location of her duty stations. Upon retirement, Julia redirected her life to focus on her children and then returned to the workforce and began a new career assisting disabled veterans find suitable employment, education, and training. Currently Julia is the CEO/President of CareerSource Palm Beach County. She sits on the several boards including Wounded Veterans Relief Fund, National Association of Workforce Development Professionals, the Business Development Board and the Housing Leadership Council of Palm Beach County. Maria was born in Matanzas, Cuba. Maria arrived to the USA in 1962 where her family settled in Clewiston, Florida. Maria is a 45 year veteran of banking where she had a successful banking/sales career. On April of 2014 Maria ended her banking career as Vice Presidnet from a major banking instituion and in November of 2015 Maria joined the Hispanic Chamber of Commerce as the Executive Director and quickly rose to CEO position. Maria quickly became a huge advocate for education, health and business growth within the community allow for economic impact within Palm Beach County. Maria has been instrumental in the Hispanic Chamber of Commerce receiving countless awards, proclamations, nominations, and accolades for its dedication to the community. Maria has also been instrumental in growing the Hispanic Chamber membership rooster and today the Chamber is one of seven chambers across the U.S. awarded the USHCC/MBDA, United States Hispanic Chamber - Minority Business Development Agency partnership through the CARES Act. Mr. Perry is the founding member of the law firm, Perry & Taylor, P.A., and has extensive experience in commercial litigation, with an emphasis on mechanic’s lien, construction and zoning litigation. He also has extensive experience in major real estate transactions and land development, as well as planning, zoning and land-use law. For two years, he served as zoning counsel to Palm Beach County. Oswald Newbold II


Oswald Newbold II is a justice-impacted leader whose firsthand experiences fuel his dedication in criminal justice reform, policy advocacy, reentry, and conflict resolution. Focusing on an array of issues that impacts marginalized groups and communities, he concentrates on issues such as racial/ethnic implicit biases in law enforcement approaches, disparities in sentencing, school-to-prison pipeline, corrections methodology and internal ethic barriers and challenges to post-incarceration reintegration, and impact of peer mentoring in reducing recidivism.

Currently, Oswald serves as President of the Board of Directors for the National Association of Reentry Professionals Inc. He also works as the Reentry Coordinator at The Reentry Center of Riviera Beach and is involved with the Palm Beach County Reentry Task Force and the Palm Beach County Criminal Justice Commission. He has participated in local and federal initiatives to identify service gaps and enhance support for individuals with mental illness or substance use disorders in criminal justice settings.

Through his nonprofit, Libra-Life Mentoring Services Inc, Oswald mentors’ youth and young adults on life skills, career development, and financial literacy. Recently, the mentoring curriculum expanded to include leadership development and policy advocacy. Oswald also established a conflict resolution program to train youth as certified mediators, empowering them to address bullying, harassment, and gang activity. His objective is to provide young people with skills to advocate for meaningful change and resolve conflicts without resorting to violence. Initially mediating prisoner disputes, Oswald now mediates landlord-tenant conflicts in a homelessness prevention initiative. Now he is looking forward to passing on these skills.

To redefine narratives, Oswald seeks to educate and inspire professionals in intersectional fields. His insights are frequently featured in opinion articles on global media platforms.
