I. Call to Order
- Chair Rachel Docekal called the meeting to order.
II. Roll Call
- Executive Director Angelique J. Pickett completed the roll call of the members and announced there was a quorum.
III. Approval and/or corrections to the Agenda
- Executive Director Angelique J. Pickett noted the meeting must achieve a quorum with 51% attendance therefore the agenda previously required 3 members, now requires 7.
- Marcia Andrews made a motion to approve the agenda, seconded by Maria S. Antuña and passed unanimously.
IV. Approval and/or Corrections to the February 10, 2025 Minutes
- Jorge Garrido made a motion to approve the agenda, seconded by Marcia Andrews and passed unanimously.
V. Chair's Comments
A. The Honorable Glenn Kelley elected for a third term as Chief Judge of the 15th Judicial Circuit Court
- Chair Docekal reported that the CJC is thrilled to announce The Honorable Glenn Kelley has been elected for a third term as Chief Judge of the 15th Judicial Circuit Court.
B. Proclamation: Support of Mental Health Providers during “Get Your Green On" Month Campaign
- Commissioner Joel G. Flores presented the CJC with a proclamation in support of mental health providers during “Get Your Green On" month campaign. The proclamation was given to Reentry Director Vanessa Klein from the Lord's Place.
C. Acknowledgement of Rev Kevin Jones for his years of dedication and commitment to the Criminal Justice Commission, Palm Beach County, and its residents
- Chair Docekal announced this item would be presented at a later time during the meeting.
VI. Executive Director Updates
A. CJC Staff Recognition: Stephanie Molière graduated from the intensive eight-month National Forum for Black Public Administrators (NFBPA) National Mentor Program
- Executive Director Pickett acknowledged Senior Criminal Justice Analyst Stephanie Molière for successfully graduating from the National Forum for Black Public Administrators Mentor Program. Director Picket reported Stephanie Molière went through eight months of work as a mentee and would like to recognize her efforts.
B. CJC Task Force Name Change: Racial Equity Task Force name changed to Jail Reduction Task Force, effective May 1, 2025
- Executive Director Pickett reported that working with the Racial Equity Task Force Chair, Reverend Kevin Jones, Community Engagement Coordinator Rosalind Murray, herself and task force members, the Racial Equity Task Force was renamed to Jail Reduction Task Force.
- The Commission began discussions on concerns regarding the term “jail reduction" used as the name of the task force.
- After discussion, this item was instructed to be returned at the next scheduled CJC meeting and to include additional name options, information regarding the task force's purpose, mission and objectives.
C. Criminal Justice Commission Budget and Finance Updates
- This agenda was moved to Discussions Items/ Updates.
D. Acknowledgement of Rev Kevin Jones for his years of dedication and commitment to the Criminal Justice Commission, Palm Beach County, and its residents
- Chair Docekal recognized and acknowledged Reverend Kevin Jones for his years of dedication and commitment to the CJC.
- Reverend Jones thanked the committee and announced he was called to serve as the senior pastor at Ebenezer Baptiste Church on Richmond, Virgina. He is looking forward to the new opportunity
VII. Discussion Items/Updates
A. CJC Letter of Support: Butterfly House at Boca Raton Regional Hospital
- Chair Docekal reported attached to the agenda is a copy of the CJC letter of support for the Butterfly House at the Boca Raton Regional Hospital and requested the members to review prior to a vote of approval.
- Commissioner Flores made a motion to approve the signing of the letter of support, seconded by Maria S. Antuña and passed unanimously.
B. Community Engagement Task Force: Safety and Justice Challenge Sustainability Grant GAN Recommendations
- This agenda item was moved to the next CJC Full Committee May meeting.
C. Criminal Justice Commission Budget and Finance Updates
- Executive Director Pickett reviewed the various funding sources for the Crime Prevention Trust Fund, Domestic Violence Trust Fund and Drug Abuse Trust Fund. She reported the Crime Prevention Fund (established 2001) requires CJC consultation with the sheriff prior to accepting funding requests.
- Executive Director Pickett reported there are county policies that must be followed for funding disbursement to adhere to County budget process. She also reported the budget information will be presented at the next CJC Full Committee May meeting.
D. Text Reminder System: Upcoming Expiration of Memorandum of Understanding – Clerk of the Circuit Court and Comptroller of Palm Beach County & Contract Due for Renewal – Uptrust
- This agenda item was moved to the next CJC Full Committee May meeting.
VIII. Member Comments
- Karen Hansen requested the details of the domestic violence training materials provided to law enforcement on recognizing the signs of strangulation.
