I.      Call to OrderRachel Docekal, Chair

  • Chair Rachel Docekal called the meeting to order.

II.  Roll Call – Angelique J. Pickett, Executive Director

  • Executive Director Angelique J. Pickett completed roll call of the members and announced there was quorum.

III.           Approval and/or corrections to the Agenda

  • Executive Director Pickett reported the community outreach program evaluation update presentation was postponed due to the Law Enforcement Planning Council (LEPC) is returning in September and will be presented to them first before bringing it to the October CJC meeting.
  • There was a consensus among the board approving the agenda.

IV.            Approval and/or Corrections to August 11th, 2025, Minutes

  • Maria S. Antuña made a motion to approve the agenda, seconded by Dominick Pape and passed unanimously.

V.    Chair's Comments

  1. Passing of CJC Member: Representative Joe Casello
  • Community Engagement Coordinator Rosalind Murray expressed sentiments on the passing of Representative Joe Casello.

VI.            Executive Director Updates

A.    CJC Seat Vacancies & Reappointments for 2026-2028 Term

  • Executive Director Pickett reported on the number of vacancies and seat numbers for the CJC Full Committee. She reported there are five reappointments and five new economic council appointments seats for the upcoming 2026-2028 term.

B.    Budget Report Out

  • Executive Director Pickett announced the CJC Budget Report breakdown will be sent presented to the CJC periodically.  

C.     Probation Advisory Board Annual Contract Compliance Monitoring Audit: Professional Probation Services, Inc.

  • Executive Director Pickett reported on the Probation Advisory Board annual contract compliance monitoring audit report findings and recommendations.

VII.        Presentations

  1. Community Outreach Program Evaluation Update – Dr. Cassandra Atkin-Plunk, Associate Director and Associate Professor School of Criminology & Criminal Justice, Florida Atlantic University, and Dr. Vaughn J. Crichlow, Dean & Professor, School of Justice Studies, Roger Williams University
  • Item was moved to the next scheduled CJC Executive Meeting.

VIII.     Old Business

  1. Text Reminder System Expiring: Maintenance Memorandum of Understanding with Clerk of the Circuit Court and Comptroller of Palm Beach County (Oct 2025), contracted text reminder services with Uptrust/Fieldware (Dec 2025), and funding through the John D. and Catherine T. MacArthur Foundation Safety and Justice Challenge (Sep 2026)
  • Executive Director Pickett reported the Text Reminder System evaluation will be presented to the CJC soon.

IX.            Discussion Items/Updates

A.    CJC Task Force Name Change: Racial Equity Task Force has been renamed as the System Trends Review for Impartial Data Evaluation (STRIDE) Task Force 

  • Executive Director Pickett reported that the Racial Equity Task Force officially changed its name to "STRIDE" (System Trends Review for Impartial Data Evaluation). This change reflects their expanded focus beyond just jail data to include system-wide trends analysis.

B.    2026 CJC Executive Committee Meeting Dates and Times

  • Executive Director Pickett noted that this year marked the first time the committee met quarterly for the first three quarters instead of monthly and requested feedback on this approach. She reported the schedule includes additional meetings at year-end to accommodate the nomination committee process and officer selection.
  • Executive Director Pickett announced key dates noted include the Annual Planning meeting set for February 23rd as a full CJC meeting, with the October date corrected to the 13th (the day after Columbus Day), and the November meeting scheduled for Veteran's Day week.
  • Item was moved to the next scheduled CJC Executive Meeting.

C.     Police Department Highlights at Full CJC Meetings

  • Vice Chair Michelle Suskauer proposed a monthly spotlight program for police agencies to increase law enforcement participation in CJC meetings. She continued to state the idea involves having 2-3 police agencies present what's happening in their jurisdictions each month, creating a more welcoming environment and stronger partnerships.
  • Chief Dominick Pape agreed to bring this proposal to the next police chief s' association's meeting.

​X.   Task Force Reports

A.    Community Engagement Task Force

a.      Completion of Community Partners of South Florida Community Engagement Stage 2, Five Phase Contract

    • Community Engagement Coordinator Murray the task force is integrating new members from the Justice Leadership Academy and focusing on key initiatives including resource fairs and "coffee with the cops" programs. Jamie Lee Bradshaw completed her stage two community engagement contract in July.

b.      MacArthur Foundation Safety and Justice Challenge Sustainability Grant Adjustment Recommendations have all been reviewed and voted on by the CJC Membership and Task Force Members, and accepted by the MacArthur Foundation Safety and Justice Challenge Staff

B.    Behavioral Health Task Force

    1. Update on juvenile bed needs and availability of beds in a second wing at Children's Home Society
      • Senior Criminal Justice Analyst Dawn Caveness-Davenport reported the task force is working on a significant juvenile behavioral health beds project in partnership with Children's Home Society and Safe Harbor. The project requires over $1 million total, with approximately $447,000 needed for staffing costs for eight beds annually. This initiative will require community support and will be presented to the Board of County Commissioners.
      • Senior Criminal Justice Analyst Caveness-Davenport reported the Reentry Task Force will be folding into the Behavioral Health Task Force due to overlapping priorities and better attendance at behavioral health meetings.
      • Public Defender Daniel Eisinger highlighted the Tristan Murphy Act, a new bipartisan law signed by the governor that aims to divert mentally ill individuals from jail into treatment centers. While currently unfunded, it may present future funding opportunities from the state.
