FAQ

Who sets the criteria?

State law requires that the Agency for Health Care Administration (AHCA) develop and adopt minimum criteria for the CEMP.  AHCA has a local office here in Palm Beach County.  The law also requires that the CEMP be reviewed and approved annually by the Palm Beach County's Office of Emergency Management (OEM)

The agency's contact information is as follows:
          5150 Linton Boulevard, Suite 500
          Delray Beach, Florida  33484
          Telephone number 561-381-5840

Submitting a CEMP

Submitting a new plan or revision is easy. The online system allows you to build Comprehensive Emergency Management Plans, Emergency Environmental Control Plans, and to update these plans. The online system also allows you to submit your plan and access backup copies and documentation at any hour of the day.

Renewing my CEMP Annually

The Portal allows users to copy over most of their CEMP each year. Facilities will need to re-enter key contact information, update past history & lessons learned, and upload all contracts, agreements, and fire plans associated with the facility.

Review Fees

Each plan submission requires a review fee to be paid. Effective 1 April 2026  OEM charges $93.75 for three hours of review time for all CEMPs.  Emergency Environmental Control Plans are charged $62.50 for two hours of review (FL Ch. 27P-20).  Your fee covers the time spent on plans including, but not limited to: administrative and data entry work, database and technology support, binder and update packet processing, training and consulting to facilities that occurs beyond time spent reviewing plans.

New to CEMPs?

Please review our online trainings in the sidebar and consider scheduling a telephone meeting to discuss your needs. Weekly onboarding is offered to help get you up to speed.

New Facility?

Facilities are encouraged to review all FL Statues and Administrative Codes applicable to their license type before registering for the portal.  The portal builds a template plan allowing facilities to focus on content, not format. ALF and SNF/NH seeking initial licensure will need to complete an Emergency Environmental Control Plan prior to development and submission of their CEMP.
