Biltmore Acres Lantana Rural Enclave Overlay
On September 22, 2022, the Board of County Commissioners (BCC) initiated an amendment to the Comprehensive Plan to establish an Overlay for the Biltmore Acres Lantana Road area. The draft Overlay language will be prepared by Planning staff and coordinated with neighborhood residents through communication on this website. As identified by the BCC, the intent of the Overlay is to preserve the agricultural and low density residential lifestyle of the area. Once the initial draft of the Overlay is prepared and reviewed with area property owners, staff will coordinate with other County departments for review and ultimately present the language and staff report to the Planning Commission and Board of County Commissioners at public hearings. Once available, the dates of the public hearings will be posted on this webpage.
Rural Enclave Overlay
Comprehensive Plan Future Land Use Element
Policy2.2.1-p provides recognition of rural enclave communities within the Urban Suburban tier and supports the continuation of these enclaves as identified in Ordinance 2018-031. The policy states:
Policy 2.2.1-p: Rural Enclaves in Urban Service Area. The County recognizes that there are long established rural residential enclave communities and homesteads in locations within the Urban Suburban Tier that have Low Residential future land use designation. The County supports the continuation of these rural areas in order to encourage a high quality of life and lifestyle choices for County residents.

If the Biltmore Acres Lantana Rural Enclave Overlay is adopted by the Board of County Commissioners, the Overlay will consist of language in the Future Land Use Element of the Comprehensive Plan and the boundaries will be depicted on the Special Planning Areas Map in the Comprehensive Plan Map Series (Map LU 3.1). Examples of other overlays can be found in the Special Planning Areas Map and the corresponding policies are within the Future Land Use Element. Links to these documents are provided below.

Biltmore Acres Lantana Rural Enclave Maps and Data
The area within the boundaries of the proposed Biltmore Acres Lantana Rural Enclave Overlay consists of approximately 331 acres of land, with an average lot size of 0.73 acres. The properties along Fearnley Road and Colbright Road have a future land use designation of Low Residential, 1 unit per acre (LR-1) and the properties within the Biltmore Acres neighborhood have a future land use designation of Low Residential, 2 units per acre (LR-2).
