About Green Cay Phase II / RECAP

 

This project, slated to open in late 2026, will purify reclaimed (recycled) water and replenish groundwater supplies throughout the region. This innovative, state-of-the-art facility will serve as a dependable, drought-resistant source while protecting our water resources and creating new recreational experiences for residents and visitors of Palm Beach County. Palm Beach County Water Utilities Department is using state-of-the-art technology to develop a new purified water source without additional withdrawals from the underground aquifer. Following an advanced purification process, clean water will flow into lakes where it can recharge groundwater supplies.


Why is this project important?​

As Florida's population grows, so does the need for additional clean, safe, and sustainable water supplies. This innovative water reuse project will help replenish the region's limited water supply while ensuring resilient water resources now and in the future.  This project will be the first of its kind in the state of Florida. PBCWUD is proud to be an industry leader in bringing the latest, state-of-the-art water treatment technology to Palm Beach County.

 
 

Reclaimed Education & Center for Advanced Water Purification (RECAP)​

Advanced water purification is a proven, multi-step process that mimics nature. As a result, the water cleansed will be as potable drinking water. The Advanced Water Purification Facility will be located on the campus of PBCWUD's Southern Region Water Reclamation Facility, on Hagen Ranch Road in Boynton Beach.

The facility will also include educational exhibits and interactive immersive experiences, where students and visitors can learn more about the importance of water resources locally, and across the state​. The educational center will be open in late 2026 to school and visitor groups.

 
 

Green Cay Park​

The lakes created by this project will provide new experiences for the public to connect with nature. A planned 63- acre park will include hiking trails and public access passive recreation opportunities.  Green Cay Park will be located on the southwest corner of the intersection of Jog Road and Flavor Pict Road, in Boynton Beach. A planned boardwalk extension will connect the current Green Cay Wetlands with the future Green Cay Park, for one contiguous experience for visitors to enjoy. Parking at Green Cay Wetlands will remain the same, and an additional parking lot will be opened at Green Cay Park on Flavor Pict Road.

Who is managing the project?​

Palm Beach County Water Utilities Department is managing the project with CDM Constructors, Inc., which is responsible for design-build services and on-site construction. At the Palm Beach County Board of County Commissioners meeting on December 19, 2023, the board unanimously approved the project. Once opened, RECAP will be managed by PBCWUD and Green Cay Park will be managed by PBC Parks & Recreation.

Will construction limit public access to any of the facilities?​

For safety reasons, the sites will be closed to the public during construction and will open to the public in late 2026, when construction is completed. Beginning in April 2024, the small walking path located at 12751/12955 Hagen Ranch Road in Boynton Beach will be closed to allow construction to commence for the Advanced Water Purification plant on the Southern Region Water Reclamation Facility campus. The walking path will be closed to the public for the duration of the construction, from April 15, 2024 to late 2026. We thank the public for their cooperation and understanding. Green Cay Wetlands and Nature Center, at 12800 Hagen Ranch Rd. will remain open.

What recreational activities will be available in the Green Cay Park?​

The planned Green Cay Park will cover 63 acres, large enough to fit about 48 NFL football fields! Green Cay Park will include grade-level hiking trails and other passive recreation areas. There will be a pavilion, ample parking and other features managed by PBC Parks & Recreation.
