Plan Submittal
Plans are submitted to Palm Beach County Water Utilities Department (PBCWUD) – Plan Review Section
- First Submittal Should Consist of:
- Potable Water/Wastewater/Reclaimed Water Plans (2 sets)
- Plan Review Fee (minimum $750.00-total fee based on Dwelling Units/ERCs at first review;refer to PBCWUD Uniform Policies and Procedures Manual-Chapter 6:Fees;Subsection 6.2 Plan Review and Inspection Fees)
- Paving/Drainage Plans (1 set as applicable)
- Landscaping Plans (2 sets as applicable)
- Fire Marshall Approved Plans (1 set as applicable-approved by the Fire Marshal Office having jurisdiction for subject property)
- Proposed Preliminary Plat (1 set as applicable)
- Proposed Off-Site Utility Easement(s) (1 set as applicable)
- Florida Department of Environmental Protection (FDEP) /Palm Beach County Health Department (PBCHD) Water/Wastewater Application Forms (2 sets as applicable)
- Lift Station (Public or Private)Calculations with PBCWUD Tie-In Pressure Letter (2 sets)
- Confirmation of a PBCWUD Standard Development Agreement Process Started-Utility Concurrency Request Form (UCRF) (as applicable)
Review and Approval
Plans reviewed and returned with comments to Engineer of Record,with corrections made by Engineer. Then revisions submitted back to PBCWUD Plan Review for review, Process is repeated/continued until Plans are approved!
Engineer obtains applicable permits
- Palm Beach County Health Department(PBCHD)/Florida Department of Environmental Protection(FDEP)
- Lake Worth Drainage District Right-of-Way Permit
- Palm Beach County Land Development Utility Permit
- Florida Department of Transportation (FDOT)
- South Florida Water Management District / Other Improvement District Permits asapplicable
Pre–Construction Meeting
Engineer submits a "pre–construction package" consisting of all required items reflected ontheproject's pre-construction checklist. The PBCWUD Plan Review team will provide the relevant checklist for your project type:
- Construction Cost Estimate for PBCWUD owned facilities
- Inspection Fee (5% of cost estimate)
- Shop Drawings
- Shop Specifications (Approved Materials List)
- Copies of Contractor's license
- Copies of any applicable permits
Meeting is scheduled
Construction begins
All utility work inspected and approved by a PBCWUD Construction Inspector and /or Coordinator.
Project Close-Out
Refer to PBCWUD Minium Design and Construction Standards – Section 6 Project Completion. The following is a list of items that may be required by Plan Review (as applicable):
Health Department Certification (as applicable)
- FDEP “Construction Water Only" Certification of Completion (part of the PBCWUD required two-step potable water certification process)
- FDEP Final Water and/or Wastewater Certification of Completion
- PBC Health Department Water Certification of Completion (required for private water service lines 2-inches or larger over 100 feet in length) (PBCWUD Construction Water Only two-step process may apply)
Water Meter and/or Fire Line being released(as applicable)
- Price Quote received from PBCWUD Contract Management Department for applicable Connection/Installation Fees
- Applicable Fees can be paid once all applicable Plan Review approvals have been set
- All applicable approvals are set by Plan Review, Inspections and Contract Management in the Development and Tracking System (i.e. DTS)
- Work order is generated for service installation by PBCWUD Operations and Maintenance Department
- Work completed with customer receiving service.

At this time, PBCWUD Plan Review does not accept walk-in customers. All meetings are scheduled by appointment only. Please see the question above for information on how to request an appointment.
There is no set advance notice required to request an appointment. Once your request is received, your appointment will be scheduled based on current availability. Detailed submittal instructions can be found on the PBCWUD website under the Developer Information section. From there, select the Minimum Design Standards section, then navigate to Section 5: Project Submittal for step-by-step guidance.
Once your submittal is received and logged, the Utility Plan Review Manager will conduct a brief preliminary review. You will then be notified via email confirming receipt of your project, along with an anticipated date for when the initial review will be completed.
Prior to the start of your initial review, please direct any questions to the Utility Plan Review Manager. Once the initial review has begun, your assigned Plan Reviewer will be your primary point of contact.
As-built records can be requested by submitting a Public Records Request through the PBCWUD website. Once submitted, our team will work to fulfill your request as quickly as possible. Please allow 10-14 business days for this process. Submit your public records request by filling out the online form

As-built requests are typically fulfilled within 10 to 14 business days. Please note that our office is closed on weekends and holidays, so those days are not included in the response time estimate. We appreciate your patience and will do our best to assist you in a timely manner.
The PBCWUD Minimum Design Standards are available on the PBCWUD website. Navigate to the Developer Information section and select the Minimum Design Standards tab to access all relevant documentation.
If your PBCWUD project has not yet been approved, simply notify Plan Review via email that you will not be moving forward. If the project has already been approved, please note that approval automatically expires one year (365 days) from the date of approval if no pre-construction meeting has been held. If construction has already begun, additional requirements may apply depending on the scope of the work completed. Yes, all submittals are retained in accordance with current State requirements, so you can feel confident that your documentation is on file.
Absolutely! You are welcome to resubmit plans at any time. While referencing your previous submittal is helpful, it is not required to move forward with a new submission.
