PBI has a full-time Noise Abatement Manager on staff. This individual is responsible for:

  • Operating and maintaining NOMS for the Palm Beach Area.
  • Assisting in the implementation of noise abatement measures.
  • Talking with citizens who have questions or concerns regarding aircraft noise.
  • Maintaining the latest information related to aircraft noise around PBI.

The NOMS platform consists of two basic elements: a high-quality aircraft surveillance data system to acquire flight track information and permanent noise monitoring stations. The NOMS platform collects data from multiple surveillance sources and systems within the greater Palm Beach area, and our dedicated noise monitors. The integration of these two systems allows the Noise Abatement Manager to gather information on the flight of aircraft and the resultant noise levels in communities surrounding PBI.

We use the high-quality surveillance data acquired to:

  • Communicate a property's location relative to typical arrival and departure corridors.
  • Confirm that airplanes are adhering to our Noise Abatement Departure tracks.
  • Perform operational analyses. An operational analysis can provide information about the numbers, types and altitudes of airplanes that fly over a specific property during a given time period.

The noise monitoring sites attempt to differentiate between aircraft and other noise sources by referencing programmed algorithm thresholds as noise events progress. Later on, the NOMS software compares tentatively identified aircraft noise events to aircraft surveillance data to see if aircraft were nearby when the event occurred.

The Department of Airports is using PublicVue, a PASSUR Aerospace web-based flight tracking system for the viewing public.  This system provides near real-time and historical aircraft flight track information for aircraft operating near both the Palm Beach International Airport (PBI) and the Palm Beach County Park Airport (LNA).

PASSUR Aerospace makes every effort to ensure that the data used is complete and accurate. To do so, a number of simplifying assumptions are calculated using the aircraft’s type, altitude, groundspeed, origin/destination airports and flight identification.

The Noise Abatement Office and NOMS are not utilized to determine safety-related issues or altitude deviations. You may contact the Federal Aviation Administration (FAA) Flight Standards District Office (FSDO) in Miramar, FL to report on safety and/or altitude concerns.
