Hazard Mitigation 406 Program

The Palm Beach County Division of Emergency Management, Recovery Section has a goal to reduce loss of life and property by lessening the impact of disasters. The 406 Hazard Mitigation funding authorized under Section 406 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act and managed under the Public Assistance Program is helping us to realize our mitigation goals. This Program brings funding into the County only after an event has been declared a major disaster by the President of the United States of America.

In regards to the permanent repairs of disaster damaged facilities, the purpose of the PA Program is to provide enough funding to restore a damaged facility to its pre-disaster design, function and capacity. During the repair efforts, 406 Hazard Mitigation opportunities may present themselves. The 406 program is implemented in conjunction with the PA Program; additional 404 Hazard Mitigation funding may be authorized to modify the damaged facility in order to mitigate potential future damage. The cost effective mitigation measure must be applied on the parts of the eligible facility that were actually damaged by the disaster and must directly reduce the potential of future, similar disaster damages. Some examples would be burying power lines, replacing a bridge with a low-water crossing, or restoring a community back to its pre-disaster function by installing drainage pipes throughout a community to prevent the reoccurring of area flooding.

Sometimes, a combination of Section 406 and 404 funding may be appropriate, where Section 406 hazard mitigation funding is used to provide protection to the parts of the facility that were damaged and Section 404 hazard mitigation funding is used to provide protection to the undamaged parts of the facility.
